The article digital competence is considered, on the one hand, as a component of professional competence, and on the other – as a level of personal digital culture. The structure of the studied phenomenon defines the motivational component (motivation to use digital technologies in professional activities, focus on collective interaction, the desire to succeed through the possession of information technology); cognitive component (level of knowledge on the application of digital technologies in professional activities); activity component (skills and abilities to use digital technologies for the organization of educational activities and solving professional problems); personal component (ability to self-study, professional self-development in a digital society).
The pedagogical conditions for the development of digital competence of future teachers are substantiated: creation and maintenance of the digital environment of a higher education institution; activation of independent educational and cognitive activity of students by means of information and communication technologies; actualization of innovative directions and technologies of development of digital competence of future teachers in distance learning. The research was conducted with the students of the first (bachelor's) level of higher pedagogical education. The results of diagnostic sections have been generalized, statistical analysis of which testifies to the effectiveness of the developed system of development of digital competence of future teachers.
In the current moment marked by the imprint of the digital era and by the technological advances of the fourth industrial revolution, artificial intelligence (AI) has been developed in different human activities, such as: health, entertainment, security, telecommunications, art and government. In this sense, the objective of this article was to analyze the capabilities of AI in the new forms of digital government, among which the following stand out: smart cities, open government and democracy 2.0. Methodologically, this is a documentary research, based on some aspects of the Cartesian method. In addition, the technique of open interviews with two social scientists was used to know their opinion about the possible problems and benefits brought by the use of IA in government work. The information analyzed allows us to conclude that, in the near future, the use of AI in different government activities will be very common, in order to increase efficiency and effectiveness in public management and reduce traditional corruption practices. However, the problems that AI may have in technological and political terms for the true being of democracy are not ruled out.
The main purpose of the study is to define and characterize the system of out-of-school education in modern conditions of development. The urgency of the topic is due to the fact that out-of-school education began to be considered as one that reveals the immediate prospects for personal development in various social and educational institutions, where out-of-school institutions were to become centers of motivational development, self-realization and professional self-determination. The question arose about the place of out-of-school education in the single educational space, determining its relationship with other levels of education, the prospects for the functioning of out-of-school institutions in the market of educational services. Economic and political instability of socio-cultural systems, increasing negative effects of natural factors, the residual principle of financing out-of-school institutions have led to a decrease in their efficiency and decline of educational facilities, which significantly hindered the full use of out-of-school education.
