The manual Village Head Elections (Pilkades) by using a ballot has weaknesses that then gives rise to various problems, among them that some of the voters cast the wrong way, slow counting process, as well as abuse of the voting invitation that should be given to the legitimate prospective voters, the government is required to find the right solution to minimize some of these problems, one of which is the application of e-voting technology (electronic voting). Therefore, this study will discuss the effectiveness of e-voting in Pilkades at Batanghari and Bogor regencies, the urgency of e-voting implementation on Pilkades; as well as the urgency of the policy requiring the use of e-voting on Pilkades. The method being utilized in this study used descriptive narrative method with a qualitative approach. While the data collection techniques are using interviews and documentation. The result of the research shows that the use of e-voting can facilitate voters, faster, more efficient, transparent and accurate at the time of voting and counting, also dependable in Pilkades disputes process. Therefore, a policy that provides an opportunity for the use of e-voting method in the village head elections is required, so that the implementation of e-voting in all village head elections can be performed more effectively. E-voting is also very important amid the rapidly growing use of technology.
Diterapkannya sistem desentralisasi memberikan kewenangan yang besar pada daerah untuk mengembangkan kapasitas pemerintah daerah dalam penyelenggaraan urusan pemerintahan melalui pengembangan kapasitas sumber daya manusia aparatur. Namun demikian, selama kurang lebih satu dasawarsa terakhir, upaya ini masih belum optimal guna mencapai hasil yang diharapkan. Kajian ini dilakukan untuk memotret pengembangan kapasitas sumber daya manusia aparatur di Kabupaten Serang, dilaksanakan pada tahun 2012. Metode pendekatan yang digunakan adalah deskriptif kualitatif, dengan penggunaan data primer dan sekunder. Hasil kajian menunjukkan kualitas sumberdaya manusia masih rendah, banyak jabatan struktural yang belum terisi, rekrutmen belum didasarkan pada analisis jabatan, evaluasi jabatan belum dilakukan, penilaian kinerja individu berdasarkan kompetensi belum dilakukan, serta sebagian besar pegawai belum mendapatkan diklat sesuai dengan jabatannya. Disarankan untuk melakukan penataan sistem rekrutmen; analisis jabatan; evaluasi jabatan; penyusunan standar kompetensi jabatan; penilaian individu berdasarkan kompetensi; pengembangan database pegawai; dan perbaikan kurikulum pendidikan dan pelatihan.
The government issued various regulations to support the development of a creative economy. However, the regulations had not provided a significant impact on the development of the creative economy product in the regions. This study observed the state of the creative economy's Regional Best Products (Produk Unggulan Daerah/PUD), the effort to develop it and the obstacles to its development in the City of Bandung and Badung District. This study used a descriptive method with a qualitative approach. The data was collected using interviews, FGD, and documentation. The study showed that the development of the creative economy's regional Best Products was not optimal This was due to the inability of the existing regulation to provide a significant impact, although the regional government conducted various development efforts in line with the capability of the region.
This study aims to determine the learning model applied in the period before-during-after the Covid-19 pandemic and the student achievement of SMP Negeri 59 Palembang. This research is qualitative descriptive, data collection was done by observing and interviewing 5 science teachers. Qualitative data analysis was carried out by field recording, collecting and selecting data, classifying, analyzing, looking for data relationships, and concluding them. The results showed that the average student learning completeness before the Covid-19 pandemic was 74%. The average student learning completeness during the Covid-19 pandemic is 64%. The average student learning completeness before the Covid-19 pandemic was 74.6%. The learning models applied by the teachers are Discovery Learning, Project-based Learning, and Problem-based Learning. During the Covid-19 pandemic from 2020-2021, SMPN 59 Palembang still utilizes the WhatsApp group facility on the smartphone. The teacher provides assignment information to students through the student's WhatsApp group or their respective class groups. The Covid-19 pandemic familiarizes teachers and students with using IT devices in the form of mobile phones, laptops with WhatsApp software, Zoom Meetings, Google Classroom.
The quality of excellent service is one of the keys to building trust and community satisfaction. However, the community remains unsatisfied specifically the health sector about the quality of basic services provided by the government. This can be seen from various health problems that are still prevailing in the region. By employing the qualitative research approach, this study sought to look at policies implemented by the government to support the development of the quality of public services. The results showed that the First Level Health Facility only provides public health services at the first level treatment such as the Public Health Center which prioritizes preventive efforts to alleviate the public health in the area of work. Records showed that the implementation of the Regional General Service Agency policy is carried out by the local governments in optimizing public services considering the flexibility and convenience based on its financial management patterns. From the experiences of implementing Regional General Service Agency management in Public Health Center, the researchers further recommend the following to improve the quality of public services: (1) Require the availability of accompanying personnel in the implementation of Regional General Service Agency; (2) Application of Regional General Service Agency flexibility, although only limited to the management of JKN capitation funds; (3) Issuance of SOPs in the management of health services; (4) Strengthening roles, tasks, and institutional functions at Public Health Center in managing Regional General Service Agency.
