During the last decades, the problem of maintaining the level of the housing stock was solved by the residual principle. The low quality of housing due to the use of short-lived materials and projects not reflecting the real objects’ state has led to accelerated rates of physical and moral deterioration of buildings. Implementation of the overhaul program is one of the priorities, but despite its significance, a number of problems of its implementation have been identified. The planning methods currently used do not properly reflect the changes taking place. The article proposes one of the possible solutions to the difficulties arisen, namely, the formation of a backlog on the program-target approach basis. Construction companies must diversify their backlog taking into account the existing workload and the lot structure determined by the customer.
Comprehensive development of human settlements ensures balanced and sustainable development. This result is achieved by improving the quality of the urban environment, creating conditions for social improvement, the development of transport infrastructure, the improvement of the architectural and operational characteristics of construction objects, as well as the housing conditions of the population. Integrated development of territories of settlements should be considered as a system, the general vector of development of which is characterized by increasing the satisfaction of the quality of life and needs of the population here and now, as well as in the foreseeable future. At the same time, the balance between all elements of the system has to be observed. Of particular interest for the purposes of sustainable development is integrated planning and efficient development of unused industrial areas. The article deals with the concept of planning integrated development of territories and proposes a model of sustainable development of land of settlements.
Today, the transition of mankind to the information society era is becoming an important state problem. Coordinate support of the space around us, timely and high-quality recording of the changes taking place in it, a thorough results’ analysis and reflection is ensured by geodetic technologies, and their innovative development, continuous improvement ultimately contribute to the successful and dynamic development of modern society. However, today we are witnessing contradictions and inconsistencies between the technological geodetic processes and the regulatory documents governing the methodology for performing geodetic work to support various sectors of the economy. To everyone’s surprise, the existing instructions have not been revised since the last century and do not include the use of modern digital technologies for geodetic activities. This methodology should include a global process for the search, collection, storage, processing, including analysis and distribution, and as a result, the information provision concerning the objects and processes to the end user.
In order to monitor the current state of buildings and structures effectively the author proposes development and maintenance of constantly updated electronic databases of buildings and structures to manage the safety of buildings and structures operation, which provides an opportunity to receive information on technical condition of the facility in real time mode, which allows increasing the effectiveness of buildings’ owners, operating organisations, state supervisory and control bodies for safe operation as well as simulates emergency situations and predicts the behaviour of structures with regard to their repair and reconstruction.
