Мета роботи: є розкриття сутності дефініцій “оборонні ресурси” та “управління оборонними ресурсами”; виділення основних проблем в теоретичній площині та напрямків їх вирішення. Метод: основними методами дослідження є методи аналізу та синтезу, індукції та дедукції, структурного аналізу. Результати дослідження: В умовах обмеженості та нестачі оборонних ресурсів виникає ряд питань, які стосуються системи їх управління, оптимального розподілу та ефективного використання. Для того, щоб всі прийняті керівництвом країни рішення могли ефективно реалізуватися спочатку варто виокремити всі види ресурсів, які для цього необхідні, нормативно узгодити положення в керівних документах, які їх стосуються та виділити проблеми в науково-теоретичному апараті, які в подальшому впливають на ефективність системи управління оборонними ресурсами. Теоретична цінність дослідження: подальші дослідження будуть спрямовані на втілення прийнятих змін в теоретичних питаннях в практичну площину з виділенням відповідних пропозицій щодо їх вирішення. The introduction NATO standards into the components security and defense sector is one of the priority tasks for our country on the way to the Alliance. This topic remains relevant for more than one year. One of these standards is taking into account the specifics of military servicemenʼs diet, including vegetarian servicemen. There are a significant number of servicemen in National Guard of Ukraine units and other military formations who do not consume meat and animal products. The main reasons for this are: ethical views; theism and observance of certain fasts; various disorders of the body (restricted ability of the body to absorb lactose, periodic problems with digestion), etc. With the start of a full-scale war in 2022, Ukrainian volunteers covered the most diverse needs of the army. It was not an exception to meet the needs of some servicemen in National Guard of Ukraine and other military formations in vegetarian dry rations. Being a military serviceman, a person has certain limitations in the choice of food, since in many situations it depends on what exactly the state provides him with (the difficulty or complete lack of opportunities to buy food and prepare it independently plays a role). The introduction of additional ones to the existing dry rations, which can take into account these features, can solve this problem, in particular, in the absence of a "kitchen", namely in the areas of direct performance of tasks. The lack of plant-based meals causes many military personnel to abandon their ethical principles and, as a result, suffer health problems due to a forced and drastic change in diet after years of veganism. Thus, taking into account the experience of the worldʼs leading armies can fundamentally improve the organization of food supply in terms taking into account certain needs of military personnel. Also, it should be understood that the introduction of vegetable dry rations is not a change in the nutrition itself in the National Guard of Ukraine, but only its addition and expansion.
A feature of the aviation use in various physical and geographical conditions, in the event of emergency situations, in combat operations is the performance of tasks in the conditions of limited existing navigation and meteorological support systems functioning. Ensuring flight safety , monitoring the state and changing meteorological conditions can be implemented through the use of alternative solutions.It is suggested in the work to choose as a direction of research modern technologies that are introduced in various spheres of life, primarily on issues of national security and defense. These areas include the use of unmanned aerial vehicles (UAVs) to solve various problems, modern infocommunication technologies in which the tasks of wireless data exchange and electronic components with low power supply are considered. The integrated use of such technologies makes it possible to expand the possibilities of monitoring meteorological conditions in mountainous areas, the coastal zone where the capabilities of stationary meteorological support systems are limited. A method for the synthesis of sensor systems and UAVs is presented and that makes it possible to monitor atmospheric parameters and, based on the analysis of the data obtained, to identify zones of thunderstorm activity. The method is based on the use of prognostic models for calculating the indices of the atmospheric convection occurrence. The values of the calculated indices are the basis for the forecast of thunderstorm activity. The conditions for the application of these models is the determination of atmospheric parameters at different heights, the value of which is determined by the level of given isobaric surfaces. Such measurements are proposed to be implemented on the basis of a monitoring sensor network’s creation, the main elements of which are sensor systems, unmanned aerial vehicles and wireless data exchange technologies. The assessment of the possibility of implementing the proposed method was carried out by conducting experimental studies and comparing the results obtained with the data of existing systems for monitoring meteorological conditions. It is confirmed that the results of the study can serve as a basis for creating both local systems for monitoring thunderstorm activity and as part of integrated monitoring systems that ensure the safe and efficient use of airspace by manned and unmanned aerial vehicles.
The Russian-Ukrainian war, which began in February 2014 with the aggression of the Russian Federation against Ukraine, opened a new page in the history of our country. In February 2022, Russian troops launched a large-scale invasion of the territory of Ukraine, but encountered a resolute repulse from the Defense Forces of Ukraine. However, as the scale of hostilities increased, so did the need for help from Western democratic states to Ukraine. The article is devoted to conducting a retrospective analysis of the historical and legal foundations of the implementation of the lend-lease program during the Second World War and promising ways of its application in Ukraine in today's conditions. During the retrospective analysis, it was determined that the supply of lend-lease made it possible to solve the main problematic issues of the Soviet economy, namely the production of gasoline, explosives, aluminum, other non-ferrous metals, radio stations, trucks, etc. The significance of the military aid provided under the Lend-Lease Act of 1941, which was crucial for strengthening the potential of US allied states in armed confrontation with Hitler's coalition states, is established. The role of the decision on the introduction of lend-lease for Ukraine by the United States is given in terms of the role of Ukraine in restraining Russian armed aggression and preventing its spread to the west, in particular to the states of NATO's eastern flank. At the same time, it is proposed to consider that lend-lease for Ukraine is the receipt by our state of strategically important military aid for the further effective repulsion of the aggression of the armed forces of the Russian Federation in view of the risks of prolonging the military conflict. Today, a similar step is a powerful help in strengthening Ukraine's defense capabilities and resisting Russia's armed aggression, which improves the prospects for the liberation of temporarily occupied Ukrainian territories. It has been established that Lend-Lease will not only be a guarantee of our victory on the battlefield, but will also stimulate the development of the defense industry of our country, and therefore will become a powerful catalyst for the development of the Ukrainian economy.
