Ensuring food security of the Russian Federation is one of the most important tasks of state and local government. The modern agro-food policy of the Russian state is focused on the development of agriculture, which is able to provide the population with staple foodstuffs in accordance with rational norms and medical indicators and with minimal imports of agricultural products. The practical implementation of the Food Security Doctrine has contributed to the revival of lost positions in the field of agriculture and more sustainable economic development of the whole agro-industrial complex of the country. How-ever, the economic sanctions imposed on the Russian Federation had a negative impact on the economy of the agrarian sector. At the same time, the counter-sanctions introduced by the Russian state contributed to the transition from imports to accelerated domestic production of agricultural products, raw materials and food. The article discusses the development of Russian agriculture in the context of economic sanctions and their impact on ensuring the country's food security. The problem of ensuring the country's food security includes well-thought-out systemic solutions, researches and the implementation of an effective long-term strategy for the development of food security. Among such solutions is the development of a system of measures to improve reproduction, personnel, tax, credit, price, investment, innovation policies and other areas.
The most important factor of the Russian economy innovative development is the system of education that meets the requirements of modern high-tech production and a new entrepreneurial environment. The fulfillment of these requirements sets the task of high quality of educational services provision for universities. The assessment of training quality is based on the determination of inconsistencies in the educational process carried out by a university and the requirements of employers. The author proposes an author approach to the analysis of marketing information about the quality of educational services, based on the methods of marketing research and GAP-analysis. Market research is the most optimal tool which allows to identify requirements, as well as to assess the degree of the educational service compliance with these requirements. GAP-analysis is used to identify the inconsistencies in the educational process with the requirements of consumers. The result of the study is the development of a system-based method of the questionnaire material structuring to carry out the marketing studies of employers' satisfaction with the quality of university educational services. Also, the methodology was developed to analyze the marketing information received from consumers about educational service quality, which allows us to assess the level of highly qualified personnel training. The results obtained in the process of research can be used by the management of higher education organizations to ensure that the conditions for educational program implementation meet the corresponding requirements of the employers.
This paper shows that national specifics of labour market determines management tools of labour market adaptation mechanism. The aim of the research is to identify management tools of labour market adaptation, using data of Russian Federation. Methodology research includes publication research, an in-depth analysis of semi-structures interviews with top managers, and observation of aspects that cover practices used in human resource management. A study of management practices in 110 organizations of the Sverdlovsk oblast showed that managers used tools of Dual Education Model, National Qualification Framework and employers labour mobility programs in education and hrpractice. Founding of Employers Educational Centers and employment of foreign workers are less popular hr-management practice.

Способность менеджеров предприятия прогнозировать рынок, это основа успешного развития фирмы и его функционирования в современных, постоянно меняющихся условиях. Постоянный рост конкуренции в настоящее время требует от предприятия удовлетворения растущих требований покупателей не только по качеству предлагаемой продукции. Возникает необходимость учитывать индивидуальные запросы потребителей.
Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.
