Social and labour relations in higher education institutions are in a state of transformation on institutional, legislative, rulemaking levels. To improve the quality of national personnel policy in respect of higher education institutions it is necessary to enhance the process of its realization on institutional level by expanding the spectrum of educational services with account of their quality, adapting new institutional form of social and labour relations -the effective contract in higher education institutions, developing social safety policy and providing fair salary for higher-education teaching personnel with due consideration of key performance indicators.
Аннотация. В данной статье рассмотрены вопросы регулирования социальнотрудовых отношений. Основой регулирования СТО являются принципы трипартизма которые необходимо рассматривать как способ согласования общественных интересов. Регулирование социально-трудовых отношенийэто институт коллективно-договорных отношений обеспечивающий последовательный рост уровня трудовых стандартов занятости и качества трудовой жизни личного состава организации. В то же время эффективность системы социального партнерства должна обеспечиваться институциональными регуляторами социально-трудовых отношений, индивидуальными соглашениями и полнотой охвата участников переговорного процесса, их законными юридическими правами. Предлагается использовать новую институциональную форму регулирования социально-трудовых отношений-эффективный контракт который позволяет обеспечить согласование интересов работодателей и работников на основе «целей-результатов-показателей» на локальном уровне. Разработанная функционально-содержательная модель регулирования социальнотрудовых отношений обладает определенной универсальностью с точки зрения наличия основных подсистем и различных функциональных характеристик. Данная модель позволяет идентифицировать процессы регулирования социально-трудовых отношений на основе системы взаимосвязанных показателей и оценивать сложившиеся диспропорций социальнотрудовых отношений. В то же время для оценки сложившихся диспропорций в оплате труда и задержек выплат предлагается использовать индекс ингибитора заработной платы (IIS). The research is based on the dialectical method which predetermines the study of phenomena in their constant development and interrelation. Besides, the article uses a systematic approach, methods of comparative, statistical, and graphical analysis. The novelty of the present article lies in the proposal for adjustments to the calculation of the housing affordability index in the Russian Federation (RF), as well as the proposed typology of housing in the RF taking into account lifestyles of various categories of the population. The authors have developed the version of the content of the infrastructure of the commercial rental of housing, which defines it as a system of material and information conditions ensuring stable and efficient production of housing services (housing rental services) through the operation of both commercial apartment buildings and other objects of the rental housing market. A system of measures is proposed to remove the rental housing market from the shadow and its further development including that of the commercial apartment building business.
The article deals with the formation of personnel reserve as one of the components of an integrated management system. A model of strategic human resource management has been described. The ways of solving socio-psychological contradictions in the process of formation of personnel reserve have been outlined; the basic principles of personnel reserve system have been proposed, and in addition, a three-level scheme of the formation of personnel reserve has been developed, indicating the information flows aimed at the implementation of the corporate strategy of development of the professional capacity of integrated association staff. Arguments showing that the human resource management system cannot be assembled like a mechanical construction, but should be "grown" in the long process of institutionalization of the developed project have been proposed.
