Subject. The article examines processes of import substitution in Russia and its regions within the framework of ensuring the economic security of the country. Objectives. The aim is to substantiate a methodological approach to determining the impact of innovative component of import substitution on the economic security of the region. Methods. The study employs the method of convolution and the index method. Results. We analyzed investment and innovation activity of organizations in recent years. Along with positive trends, we revealed a decrease in the share of organizations engaged in technological innovations in mechanical engineering and in the field of scientific research. To assess the impact of innovative component of import substitution on the economic security of the region, we determined the relative dynamics and convolution of innovation costs, investment volumes and innovative goods, exports and imports. We obtained estimated coefficients of indicators’ increase to achieve normative values of import substitution and economic security. We tested the methodology, using the mechanical engineering of the Sverdlovsk Oblast case. Conclusions. The presented methodological approach is universal and can be applied at the level of the constituent entities of the Russian Federation.
Nowadays, the sustainability of the health care system is a relevant research topic. The works of Russian scientists demon- strate the lack of a systematic approach to determining the efficiency and sustainability of the Russian health care. International experience and the data of the Regional Office for Europe of the World Health Organization (WHO) show that, despite exten- sive research, efficiency indicators of the health care system have been insufficiently developed. Using the methods of multidi - mensional comparative analysis, determined factor analysis, structural analysis, expert assessment, statistical modelling and forecasting methods, we developed a methodology for the comprehensive assessment of the efficiency and sustainability of the regional health care system. The methodological toolkit includes the comprehensive assessment of the relative efficien cy and relative sustainability of the regional health care system based on the established integral indicators. We tested this methodol- ogy on the example of the health care system of Sverdlovsk Oblast in the period 2017–2018. Integral indicators of the relative efficiency are directly influenced by the indicators of medical and social performance, which largely depend on the funding and management of the health care system. Simultaneously, the indicators of the relative efficiency can be high even if the indicators of the relative sustainability did not reach the established threshold. An integral indicator of the risk level considers the need to maintain the sustainability of the health care system for its functioning and development. Further, we constructed an interactive model for determining the risk zone and safe zone of the health care system. Due to its versatility, the proposed methodological toolkit allows an objective assessment of the efficiency and sustainability of the regional health care system
Subject. The article considers the effectiveness of interaction between the healthcare system and the socio-economic system of the region. Objectives. Our aim is to propose a model for harmonious development of regional health services. Methods. To construct the model, we employ methods of statistical, systems, comparative analysis, methods of economic and mathematical modeling. To achieve the harmonious development of regional healthcare, the model components are built on the basis of the ‘golden section’ proportions. Results. We tested our methodology, using the case of the Sverdlovsk Oblast healthcare. The paper shows possibilities of effective interaction between the two systems, offers methodological approaches to assessing the level of public funding of regional healthcare and effectiveness of voluntary health insurance. Based on statistical data, we obtained good results. They demonstrate that in our model we achieved planned proportions in terms of levels of funding, public-private partnership development, voluntary medical insurance, medical tourism, innovative development of industry. Conclusions. Our methodological approaches, the model of harmonious development of regional healthcare are universal and can be applied at the level of subjects of the Russian Federation.
scite is a Brooklyn-based organization that helps researchers better discover and understand research articles through Smart Citations–citations that display the context of the citation and describe whether the article provides supporting or contrasting evidence. scite is used by students and researchers from around the world and is funded in part by the National Science Foundation and the National Institute on Drug Abuse of the National Institutes of Health.
