The development of innovation activities is of great importance on the path to achieving the goals of sustainable development. Success on this path is closely related to the presence of comparable information on the development of innovation activities at the regional level. The aim of the paper is to assess the development of innovation activities in the regions of Ukraine and identify differences in results. The study is performed using relative indicators for the assessment of the development of innovation activities in the regions of Ukraine. The indicators were averaged and normalized. To analyze how innovation activities change over time, the dynamic indices based on the geometric mean of the growth rate of the relative indicators were used. The obtained results have significant differences in the regions being assessed. Most regions have a heterogeneous development of innovation activities. At the same time, they are at the top and bottom of the rankings of the regions in different indicators of the development of innovation activities. Only Cherkasy and Zaporizhzhia oblasts are at the top of the rankings in at least 75% of indicators. However, in 2017‒2019, all indicators improved in at least 29% of regions. In addition, 75% of indicators improved in at least 54% of regions. Therefore, over time, most regions progressed in the development of innovation activities. Management decisions for the development of innovation activities should be complex for all regions and implemented primarily in the regions where there is no improvement over time. The purpose of this article is to summarize and present the main features of the digital transformation of service business models. Methodology. The authors propose to consider the strategic vector of digital transformation of business models in the context of the formation of the digital economy as a new way of transforming business models and processes of all types of activities. The study based on the analysis of successful foreign and domestic experience allowed to summarize the key provisions of the digital transformation of business models in the service sector. The authors determine that the goal of digital transformation of the business model is to increase its economic efficiency through the introduction of digital technology in all areas of activity, in developing a strategy it is important to consider the directions of digital transformation. The authors present scientific and methodological approaches of leading international organizations to the interpretation of the term "digital economy" and give their own definition, taking into account the context of business models. Practical implications. Digital transformation (digitalization) is seen not just as support through IT components of existing business models, but the transformation of the entire business model, whose main objective is to ensure flexible and rapid change. functioning of the business based on the use of the latest advances in ICT, taking into account the specifics of the business (product, service, product portfolio, services). Based on this definition, the authors consider the main components of a digital business model transformation strategy. Value/originality. It is justified that the digitalization of the business model does not involve a simple transformation of technology, but a change in the business model and business processes. In these circumstances, it is reasonable to consider the following components of digital strategies to improve the efficiency of the business model of service enterprises.
The purpose of the article is to analyze the approach of smart specialization through the prism of key provisions of D. Ricardo's theory of comparative advantage, to identify its limitations for industrial weak countries and on this basis to identify key guidelines for the development of smart specialization strategies in Ukraine in view of the challenges of the postwar era. Materials and methods. The study is based on theoretical works of Ukrainian and foreign scientists on the problems of implementing the approach of smart-specialization in the practice of regional development. The work was carried out using the methods of systematization and generalization, analysis and synthesis, comparative analysis, and systematic approach. Results. The theoretical basis of the approach of "smart specialization" is revealed, the synthesis of economic schools, theories and concepts underlying this approach is defined. The insufficient theoretical development of its main provisions, which is negatively reflected in practice, especially in less economically developed countries and regions, was substantiated. It is concluded that the reasons for this lie, in particular, in the limitations of the Ricardian theory, on the provisions of which the smart specialization approach is based. It is emphasized that the Ricardian theory does not take into account the technological factor, which considers the technological base of the country as a constant, which does not give industrial weak countries an opportunity to change the raw material nature of their economy to a fundamentally new - innovative one. The historical retrospective traces the strategy of development of economically powerful countries in achieving their international competitive advantages, which is diametrically opposed to Ricardian theory. On the basis of this the key guidelines for the development of strategies of reasonable specialization in Ukraine in the post-war period of its reconstruction in order to prevent the preservation of the raw material nature of the national economy and its secondary position in the world are outlined. Conclusion. It is proved that post-war reconstruction of Ukraine should be aimed at radical changes in the structure of the economy, the transition from the agrarian-raw type to industrial-innovative type on the basis of creating a modern high-tech industry in the conditions of unfolding in the world of a new technological revolution.
