The paper discusses the problems of assessing the implementation of strategies for the development of Russia's macroregions and proposes a scheme for studying the implementation of these strategies for the development of Russian regions in a down economy. The North Caucasian Federal District was chosen as the object of the study. The calculations are based on the official publications of the Federal Service of State Statistics of Russia. The shortcomings and other problems in assessing the implementation of the strategies for the macroregions' development is also analyzed.
In this article, the authors propose and put into practice a methodology for conducting hierarchical analysis of the development of the crop-farming market, the scientific-methodological basis for which is the development of a factor model for assessing the interrelationship between the outcomes of engaging production potential and market infrastructure in the crop-farming sector and the modeling and adaptive forecasting of the parameters of local crop-farming markets, as well as developing forecast scenarios for the development of their potential. The methodology was tested through the example of local crop-farming markets in constituent regions of the North Caucasian Federal District (NCFD) of the Russian Federation (RF). The methodology brings to light the potential for the future growth of markets under study and enables us to compare the special aspects of reproducing crop-farming products in different regional localities, the dynamics of the development of corresponding local markets, and fluctuations in the main parameters of the markets.
The article reflects the current state of logistics transport capabilities aimed at expanding the trade potential of the Russian agro-industrial complex on the example of the grain industry. The authors note that one of the components of successful foreign economic relations is the degree of development of distribution processes both within a single state and in the global economy. The transport capabilities of an individual state affect the intensity of trade relations no less than resource and production ones. The conducted study of the state of transport capabilities has revealed the lack of development of the latter, especially railway transport and grain transshipment capabilities in seaports, which prevents an increase in the volume of grain exports to strategic foreign partners. This, in turn, has determined the importance of the topic and required an analysis of the state's activities to reform the logistics capabilities of the transport infrastructure. Contradictions between the state policy in the field of transport infrastructure development and its real results have been revealed. Using the example of sea transportation, the authors have analyzed the capacity of key ports that transship grain for export.
