In the conditions of the continuing crisis, determined both by external sanctions against Russia from several Western states, and the ongoing coronavirus pandemic, it is the industrial ecosystems of the country's regions that form innovative solvations with subjects of other industries and spheres of activity and are the main rational consumers of regional resources that combine the potential of innovative speed, high quality, adaptation to changing consumer demands, etc. This article examines the scientific and practical problem of the formation and functioning of innovation-oriented industrial solvates, the solution of which is in line with the new approach proposed by the authors to identify, determine the sources and rank the effects of innovative solvations in the regional industry. This approach is built on the concept of a circular economy, which is based on the assumption of the most rational organization and use of all types of resources of integrated industrial enterprises and related industries (spheres of activity), including through the use of end-to-end digital technologies. It has been proved that in various phases of the economic cycle, effective resource provision of solvation processes in the system of industrial innovations is of decisive importance, which means not only the rational distribution of limited resources between the participants of innovative solvations but also their lean and waste-free use in the production process.
This article presents the scientific and practical issue of achieving innovation resonance in regional industrial ecosystems, including the identification of sources and factors contributing to it. The study of this issue is grounded on the approach based on the methodology of economic and innovation growth, systems paradigm and structural analysis, the support framework of innovation development of the region, as well as the main provisions of the concept of business ecosystems with regard to the high-tech sector. The key idea of the original concept of determining the sources and factors of achieving innovation resonance in subsystems of industrial ecosystems, one of which is defined in the article as hydroelectric power (in particular, the water management system of the region), is to obtain an innovation response in the external environment as an indicator of the expected effectiveness and efficiency of industrial innovation. The basic platform of model tools in the mechanism to achieve innovation resonance and innovation response in industrial and related ecosystems of the regional economy (including the water management system) is an interrelated set of principles and methods that characterize the rational symbiosis of industrial ecosystems and allow identifying the resource reserves for the implementation of local and global goals.
Development of an enterprise in a market environment is a complex process of interaction and mutual influence of multidirectional factors. This requires effective control, which allows not only to determine the operational state of an enterprise, but also to assess its strategic stability in the future. In this regard, the relevance of the search for effective tools for assessing the sustainability of an enterprise in the process of strategic control increases. The purpose of the research is to develop guidelines for assessing the sustainability of an enterprise based on an analysis of existing theoretical approaches. The methodological basis of the research is a structural and functional approach, which provides for taking into account not only functional, but also structural aspects in the methodology for assessing the sustainability of an enterprise. To achieve the goal of the research the following methods were used: theoretical generalization, analysis and synthesis, system approach, comparative and structural analysis. The system of indicators for the development of an economic entity, which makes it possible to assess the stability of an enterprise in quantitative, qualitative and structural components, which contributes to an increase in the level of validity of decisions, as well as an algorithm for an integral assessment of the development of an enterprise, which makes it possible to implement strategic controlling of enterprise stability have become the results of the research. The scientific novelty of the proposed materials lies in the development of theoretical and methodological approaches to assessing the sustainability of enterprise development in the process of strategic controlling. Theoretical significance of the research lies in the development of methodological foundations for the formation of an effective system of strategic controlling at an enterprise. The practical significance lies in the substantiation of tools for assessing the sustainability of an enterprise in a strategic perspective. The results can be used in strategic enterprise management. Formation of an adequate, reliable and objective information base for assessing the sustainability of its development is a prerequisite for effective strategic controlling. On this basis further analysis is carried out and measures are developed to improve the management process. Assessment of development sustainability is an important part of controlling the functioning of an enterprise.
Аннотация. Переход к рыночной экономике в Российской Федерации вызвал резкое ослабление и изменение содержания в вертикальных составляющих экономической системы и нарушение имевших место горизонтальных информационных потоков. Специалист сельскохозяйственного предприятия должен решать проблемы формирования номенклатуры и объемов выпускаемой продукции и оценивать существующие и ожидаемые в перспективе потребности рынка в этой продукции, а для этого он должен иметь информацию о текущем состоянии внешней среды и прогнозах на будущее. Функционирование отечественных сельхозтоваропроизводителей в условиях экономических санкций, применяемых по отношению к России, вызвали необходимость оперативного развития производства с целью импортозамещения. Это вызывает необходимость трансформации и адаптации аграрных предприятий к изменившейся внешней среде. В свою очередь, это вынуждает адаптировать и внутреннюю среду, в том числе применение современных технологий менеджмента, освоение прогрессивных форм управления предприятий аграрной сферы. Эффективность внедрения процессного подхода на предприятии зависит не только от того, что на оперативном уровне используются принципы процессного управления технологическими процессами и при планировании операций. Необходимо отметить, что каждое изменение параметров процессов отражается на финансово-экономическом состоянии всего предприятия. На уровне управления процессами эти изменения предвидеть невозможно. Именно этим объясняется актуальность введения этапа сценарного моделирования для поддержки и обоснования стратегических решений.
