A characteristic feature of the XXI century is the emergence of the digital society phenomenon, which significantly changes all processes in higher education. The implementation of innovations into university activity, creation of its digital culture, and digital environment are the key features of an innovative-active university (IAU) and factors of its development. The paper aims to develop a strategy and innovative-indicative measures for digitalization of IAU activities based on the study of society’s digital maturity. Index, rating, comparative analyzes, and decomposition method were used. It is determined that Ukraine has a significant gap in comparison with the developed countries in terms of digital maturity of society and occupies lower than average positions in international informatization indices. To assess the state of digitalization processes in Ukraine, government measures for the development of digital culture were analyzed, the limitations and triggers of society digitalization are identified. It is proved that the digitalization of education has a dominant impact on the overall level of digital competitiveness. That is, the introduction of information and communication technologies in the IAU activity is an urgent task of its management. The digitalization strategy of S.Kuznets KhNUE in accordance with its educational, scientific and technical, marketing, and international activities was created. The proposed strategy is based on a systemic understanding of digitalization processes, which makes it possible to increase the degree of their controllability. A set of innovative and indicative measures was developed, which constitute the tactical contour of IAU digital process management. The monograph is devoted to the development of theoretical-methodical and model- information basis for the construction of innovative- active HEI on the basis of autonomy of its activities, quality of education, anti-corruption. Trends in the modernization of the world system of higher education have been identified, a study of the phenomenon of "autonomous, innovative- active university" has been conducted, and a list of factors influencing the increase in the competitiveness of individual HEIs has been formed. Based on the analysis of the legislative basis and state initiatives, the opportunities for the development of an innovative-active university (IAU) have been identified. The stratification of HEI of Ukraine according to the level of their educational, scientific and technical, innovative and international activities was carried out. Conceptual and methodological bases of IAU construction are developed, the mechanism of its functioning is formed and conceptual bases of formation of system of corporate management of rendering of HEI educational services on the principles of counteraction of corruption are offered. The article is aimed at developing the conceptual principles for the creation and functioning of innovation-active university (IAU) as a modern strategic model of higher education institution in conditions of transformation and digitalization of society. A number of problems and contradictions are allocated and systematized, causing the need to transform the traditional university into an innovation-active, entrepreneurial structure, the activity of which consists in the interaction of the university with the economy, public administration bodies and society. It is determined that the formation of a new paradigm for the development of the higher education system raises the need for innovation-active universities in the form of entrepreneurial organizations that have a resource willingness to promote accelerated development of both the economy and society through intensive transfer of new, generated at the university knowledge and technology on the basis of partnership with key stakeholders. On the basis of studying the conceptual basis of the emergence and development of the IAU, a number of hypotheses of building an innovation-active university were developed, a system of conceptual provisions and principles of its functioning was formed. The purpose and objectives of the innovation-active university are defined, the system-forming directions of its innovation activity are allocated and characterized. On the basis of the carried out researches, the framework for the creation and development of the IAU was formed, containing a list of components of the internal environment and the factors that ensure their support on the basis of development of entrepreneurship and innovation. Prospects for further research in this direction are the development of a mechanism for the functioning of an innovation-active university, which will ensure the effective transformation of higher education institution on the basis of innovation and entrepreneurship development and will contribute to maintaining a high level of its competitiveness in the educational space.
An industrial enterprise is a complex mechanism, the stability and efficiency of which depends on the influence of many factors, the main among which is the provision of an enterprise with production personnel with appropriate education, qualification level, skills and experience. Consequently, investing in personnel development creates conditions for expanding their competencies in order to ensure the competitiveness of personnel and a high level of enterprise performance. It is precisely the inadequate professional skills of the staff of most enterprises that cause low productivity, lead to significant shortcomings in the system of labour organization and management, and as a result -inefficient work of the enterprise. On the information analytical basis, the concept of a new approach to professional development is formulated as the mutual responsibility of the employee and the organization.
Методичній підхід до вибору пріоритетних напрямів експорту освітніх послуг на основі аналізу показників зовнішньої торгівлі У статті наведено основні показники кількості іноземних студентів, які навчаються в Україні, та обсягів попиту на освітні послуги у країнах, що є їх основними постачальниками; обґрунтовано процедуру рейтингування потенційних конкурентів України на світовому ринку освітніх послуг і вибору складових комплексної стратегії державної програми підтримки експортного потенціалу закладів вищої освіти на основі групування територій пріоритетного експорту з урахуванням вимог потенційних споживачів, які поки що обирають інші країни для навчання за кордоном, щодо забезпечення інфраструктури національних освітніх систем. Пропонується використовувати поєднання методів ранжування, кластерного та дискримінантного аналізу у процесі вибору пріоритетних географічних напрямків експорту освітніх послуг і переліку заходів, спрямованих на підвищення міжнародної конкурентоспроможності національної системи освіти й окремих навчальних закладів, які у сукупності формують універсальний алгоритм визначення необхідного набору заходів на послідовних етапах розроблення стратегії виходу країни на глобальний ринок освітніх послуг.
