4in the field of electronic education led to the establishment of CSES, to the integration of informational and computer networks of universities into a unified information and cybernetic space, which significantly extended the range of educational services and functions of CSES at educational establishments, to the integration of services into social networks, and further use of remote access in various forms of education. However, such an integration creates educational system with a mission-critical cybernetic infrastructure (SCCI), thereby increasing the risk of its hacking/destruction of its components and unauthorized access to confidential information of CSES.The analysis of threats, performed in [7][8][9][10][11][12], indicates their substantial transformation and hybridity. Starting from threats to informational, cybernetic security and information safety of the infrastructure of CSES, the attributes of hybridity of threats now manifest themselves in the simultaneous activity on the object of protection -confidential, scientific/intellectual information at CSES due to the 4 S. Yevseiev, V. Ponomarenko, O. Rayevnyeva, 2017 IntroductionThe advent of high technologies enables mankind to further develop capacities of computational systems. The rapid growth and expansion of the functionality of enterprise systems and social networks make it possible to construct integrated social-informational networks to address a diverse range of tasks. Further development of the data transmission technology Ethernet creates a global ideology for the deployment of telecommunication networks [1][2][3][4].The development of e-learning systems and corporate educational systems (CES) is closely linked to the expansion of possibilities for remote access to the informational assets of state information educational systems (IES) based on Ethernet technologies [5]. Further integration of CES leads to the formation of corporate scientific-educational systems (CSES) -networking cooperation of associations of organizations aimed at producing particular intelligent products of the networking interaction [6]. Addressing the imbalance between the existing demand for graduates of higher education institutions is aimed at strengthening the processes of integrating the education system with the business. At the same time, issues related to the system of forming and determining the appropriate forms and types of partnership between universities and business in Ukraine are becoming more urgent. That’s why the purpose of this study is to develop a methodical approach to the formation and adaptive use of forms of such interaction. A comparative marketing analysis of the national and world experience of the forms and methods of interaction between educational institutions and business is carried out. A methodical approach to the formation of interaction between higher education institutions and the business has been proposed. The directions and types of public private тpartnership in education are formed, the basis of which is the distribution of rights, responsibilities and risks between the partners of the relations. Depending on the changes in the external conditions of marketing functioning, there is a list of standard (universal) forms of interaction between universities and the business environment that make up the invariant core of such interaction and innovation-active (specific) forms that arise in connection with the expansion of university autonomy. The three-component model of the choice of the form of interaction between higher educational institutions and the business structures in Ukraine is proposed, which allows choosing the form that will be optimal considering the existing conditions.
A characteristic feature of the XXI century is the emergence of the digital society phenomenon, which significantly changes all processes in higher education. The implementation of innovations into university activity, creation of its digital culture, and digital environment are the key features of an innovative-active university (IAU) and factors of its development. The paper aims to develop a strategy and innovative-indicative measures for digitalization of IAU activities based on the study of society’s digital maturity. Index, rating, comparative analyzes, and decomposition method were used. It is determined that Ukraine has a significant gap in comparison with the developed countries in terms of digital maturity of society and occupies lower than average positions in international informatization indices. To assess the state of digitalization processes in Ukraine, government measures for the development of digital culture were analyzed, the limitations and triggers of society digitalization are identified. It is proved that the digitalization of education has a dominant impact on the overall level of digital competitiveness. That is, the introduction of information and communication technologies in the IAU activity is an urgent task of its management. The digitalization strategy of S.Kuznets KhNUE in accordance with its educational, scientific and technical, marketing, and international activities was created. The proposed strategy is based on a systemic understanding of digitalization processes, which makes it possible to increase the degree of their controllability. A set of innovative and indicative measures was developed, which constitute the tactical contour of IAU digital process management. AcknowledgmentThe following materials were used in writing this paper: Development of methodological and model-information support for the construction of an innovative type university on the basis of education quality and anti-corruption (state registration number: 0120U102152).
Innovative activity of universities and the formation of entrepreneur universities of the innovative type is one of the forms of integration of the higher education systems of countries into the world educational and scientific space, support of their competitiveness. Based on the separation of interaction between universities and the economy and society, an evolutionary model of the university's interaction with stakeholders was developed. Understanding the new mission of universities made it possible to separate the dominants of activities of an innovative and active university (IAU), to develop a scheme of the interconnection of management processes and its basic functions. The authors' interpretation of the IAU and the preconditions for constructing a corporate information and education system (CIES) was formed. Given the synergism and hybridity of modern cyber threats, the rise of corruption in the educational sphere, the Anti-corruption concept, which provides countering the elements of corruption and integrated hybrid threats through the construction of an adaptive information protection system (AIPS). The basis of corruption counteraction is the digital signature (DS) of the Key Certification Center (KCC) based on PKI (Public Key Infrastructure). To ensure the security of information resources (IR) of CIES, we proposed a model that makes it possible not only to take into consideration the synergy and hybridity of modern threats but also to form preventive anti-corruption measures. A model for providing anti-corruption measures that reflects the scenarios of the behavior of the participants of the corruption process and the anti-corruption bodies was developed. This makes it possible to assess the dynamics of the distribution of corruption deals over time and by the types of corruption to ensure the effective distribution of the university resources for anti-corruption activities
