Addressing the imbalance between the existing demand for graduates of higher education institutions is aimed at strengthening the processes of integrating the education system with the business. At the same time, issues related to the system of forming and determining the appropriate forms and types of partnership between universities and business in Ukraine are becoming more urgent. That’s why the purpose of this study is to develop a methodical approach to the formation and adaptive use of forms of such interaction. A comparative marketing analysis of the national and world experience of the forms and methods of interaction between educational institutions and business is carried out. A methodical approach to the formation of interaction between higher education institutions and the business has been proposed. The directions and types of public private тpartnership in education are formed, the basis of which is the distribution of rights, responsibilities and risks between the partners of the relations. Depending on the changes in the external conditions of marketing functioning, there is a list of standard (universal) forms of interaction between universities and the business environment that make up the invariant core of such interaction and innovation-active (specific) forms that arise in connection with the expansion of university autonomy. The three-component model of the choice of the form of interaction between higher educational institutions and the business structures in Ukraine is proposed, which allows choosing the form that will be optimal considering the existing conditions.
A characteristic feature of the XXI century is the emergence of the digital society phenomenon, which significantly changes all processes in higher education. The implementation of innovations into university activity, creation of its digital culture, and digital environment are the key features of an innovative-active university (IAU) and factors of its development. The paper aims to develop a strategy and innovative-indicative measures for digitalization of IAU activities based on the study of society’s digital maturity. Index, rating, comparative analyzes, and decomposition method were used. It is determined that Ukraine has a significant gap in comparison with the developed countries in terms of digital maturity of society and occupies lower than average positions in international informatization indices. To assess the state of digitalization processes in Ukraine, government measures for the development of digital culture were analyzed, the limitations and triggers of society digitalization are identified. It is proved that the digitalization of education has a dominant impact on the overall level of digital competitiveness. That is, the introduction of information and communication technologies in the IAU activity is an urgent task of its management. The digitalization strategy of S.Kuznets KhNUE in accordance with its educational, scientific and technical, marketing, and international activities was created. The proposed strategy is based on a systemic understanding of digitalization processes, which makes it possible to increase the degree of their controllability. A set of innovative and indicative measures was developed, which constitute the tactical contour of IAU digital process management. In order to reform and modernize the system of higher education, an important step is to assess the constituent parts of the institutional autonomy of higher education institutions (HEI), which allows, on the basis of a combination of the level of autonomy of higher education systems of countries and their universities, and indicators of the quality of scientific and educational activities of the HEI, to ensure a unified approach to information and analytical assessment of university autonomy in general. This fact proves the necessity of developing a methodological approach to the assessment and management of institutional autonomy of the HEI. The authors carried out a comparative analysis of the models of university autonomy, international and national approaches to the assessment of the components of institutional autonomy such as organizational, personnel, academic and financial. The methodical approach to the evalution of the institutional autonomy of the HEI is developed. The proposed methodological approach is aimed at the formation of an information space for simultaneous comparison and assessment of the level of institutional autonomy of HEI and indicators that affect it. This approach combines the results of grouping the autonomy of higher education systems of the countries and their HEI according to homogeneous groups and the results of calculating the integral indicator of the quality of scientific and educational activity within each component of institutional autonomy, which allows to determine the position of a specific HEI on the level of autonomy in the proposed matrix of recognition of the situation.
In conditions of national economy’s unstable development, the primary task of the enterprise internal management is to timely assess and predict the effects of external fluctuations on the state of the enterprise and to develop effective management decisions. The article aims to develop the methodological approach, which, based on a set of models for recognizing an artificial crisis or localizing a natural crisis, allows the crisis management of an enterprise considering its resource capabilities and stage of the life cycle as the interaction of system-forming spheres of life, namely production, financial, and labor. The practical value of the approach consists in developing a system of econometric and cognitive modeling models that allows developing a set of managerial decisions that are adaptive to external and internal fluctuations for localizing a natural crisis or recognizing an artificial crisis. The methodological approach was implemented at Ukrainian industrial enterprises. As the results of the study, several different scenarios of solutions for crisis management of the enterprise were obtained.
The article is concerned with defining the international position of the higher education system (HES) of Ukraine in the European educational environment. It is proved that the current stage of development of the world higher education system is characterized by significant transformations that change the paradigm of the functioning of the traditional university to the paradigm of the formation of an innovative-active higher education institution (HEI) of the entrepreneurial type. The article is aimed at developing a methodical approach to determining the attractiveness of the national system of higher education in the European educational space, taking into account modern trends of transformation of universities into entrepreneurial business entities. The approach, which on the basis of search experiments allows to cluster Ukraine and 27 European countries and determine not only the overall level of attractiveness for the period 2013–2017, but also (due to spatial clustering for 2013, 2015 and 2017) separately allocate the latent trends (both positive and negative) in the attractiveness levels of the analyzed countries, is proposed. The information space of grouping of countries is formed, which due to the combination of indicators (mental readiness of society to obtain higher education; financial readiness/government opportunity to support the development of the higher education system; readiness of universities as structural elements of the higher education system to provide high-quality educational and scientific services) allows to get a systematic idea of the phenomenon of attractiveness of the higher education system. The carried out computations showed that the national HES is losing its high international positions and requires deep systemic modernization in the direction of creating a stimulating basis for the development of autonomous, innovation-active HEIs of the entrepreneurial type.
