Efforts to continue to increase public participation in policymaking continue to be carried out as a step toward a more open government. Along with the popularity of online petitions (e-petitions) initiated by various lines of society, a systematic analysis was carried out to find out how successful an online petition (e-petitions) is as a public space in policy making. We try to provide a new perspective from a broader side of the previous partial research. This indicator of success is based on the original purpose for which the petition was published. As a result, there are three important things that are divided into two scopes of paths for achieving goals. First, the way of communication in which there is a linguistic approach is an important factor that influences how information from the petition is conveyed to the public and leads to the publicity of the petition. Second, the way of delivery is the basis for how the voice of the community is conveyed to policymakers, which is influenced by the political will of a region. Finally, media attention is a factor between the two scopes, which have dual roles as a “toa” to the public, and a messenger of policy. This review is expected to be a reference for initiators who propose policies from the community as well as a consideration for policymakers to actively involve the community's role in the policymaking process.
Kota Tanpa Kumuh (KOTAKU) program is national program to increase infrastructure acces and basic service in urban slum area. Desa Sokaraja Kidul is one of the areas implementing KOTAKU program. The purpose of this research is to find out how the implementation of KOTAKU program at Desa Sokaraja Kidul using What’s Happening perspective by Ripley and Franklin. This research is using qualitative descriptive method. The results of this study indicate that the Implementation of Program KOTAKU (KOTAKU) in Desa Sokaraja Kidul based on dimensions in the perspective of What’s Happening by Ripley and Franklin hasn’t optimal. The following results of the research based on the perspective dimensions of What’s Happening: 1) The Profusion of actors, found that the role of actors at the community level such as BKM and KSM has not been optimal. 2) The Multiplicity and vagueness of goals, The purpose of the KOTAKU Program are understandable and implementing actors understand the program's purposes. 3) The Poliferatin and complexity of government programs, coordination and communication have been effective, policy changes that occur but didn’t have significant impact on the program implementation, Guidelines for program implementation have been made but actors at the community level are not aware of the guidance, the sustainability step in the implementation procedure has not optimally implemented. 4) Community Participation, the people of Desa Sokaraja Kidul support and participate in the implementation of the program. 5) Influencing factors, the funds allocated have not been able to solve all slum problems and social and cultural conditions are factors driving implementation while economic conditions are becoming obstacles to implementation.
Banyaknya kasus perceraian dan keluarga "rawan cerai" di Kecamatan Sumbang menuntut peranserta yang lebih besar dari organisasi Pemberdayaan dan Kesejahteraan Keluarga (PKK) di kecamatan ini untuk mencegahnya, antara lain melalui kegiatan penyuluhan. Dalam kenyataannya, tingkat kemampuan para pengurus organisasinya baik di tingkat kecamatan maupun desa untuk melakukan penyuluhan yang sesuai dengan permasalahan kebutuhan komunitas setempat masih rendah. Untuk itu dilakukan upaya peningkatan kapasitas kepada mereka melalui kegiatan pelatihan sehari. Sasarannya adalah 24 orang yang terdiri dari Pengurus PKK Kecamatan Pokja I dan Ketua PKK Desa di semua desa. Metodenya adalah pemberian empat materi yang dibutuhkan yakni: (1) Peran strategis PKK dalam Pemberdayaan Keluarga dan Peningkatan Ketahanan Keluarga, (2) Pembangunan Keluarga dan Ketahanan Keluarga, (3) Fenomena Perceraian di Kecamatan Sumbang, serta (4) Penyuluhan Berbasis Komunitas Berperspektif Gender. Pemberian materi dilakukan secara interaktif melalui teknik ceramah dan diskusi yang diakhiri dengan pendampingan pembuatan Rencana Tindak lanjut (RTL). Evaluasi diberikan dengan memberikan sejumlah pertanyaan/pernyataan untuk masing-masing materi melalui teknik pre-test dan post-test yakni pengisian sebelum dan setelah pemnberian materi. Dengan teknik ini diketahui adanya peningkatan pengetahuan yang diterima setelah pemberian materi dari ke-4 materi tersebut. Diketahui pula adanya peningkatan sensitivitas gender melalui RTL yang dibuat yang tidak hanya menyertakan kelompok perempuan/istri sebagai sasaran penyuluhan ketahanan keluargannya, melainkan juga kelompok laki-laki melalui forum RT/RW dan Karang Taruna.
The study investigates the effects of system quality and service quality on e-filing user satisfaction as well as the effect of information quality on e-filing user satisfaction through quantitative research. The variables in this study consist of the dependent variable, namely e-filing user satisfaction, while the independent variables are system quality, information quality, and service quality. The population in this study is the taxpayer. The sample in this study includes 340 taxpayer respondents in Indonesia who were calculated using the Slovin formula, with the research instrument in the form of a questionnaire measured using a Likert scale 1 to 7. The sample collection technique in this study uses the incidental sampling method, with the research instrument using an online questionnaire distributed via social media. The sample collection method in this study used incidental sampling. The data analysis technique in this study used structural equation modeling (SEM) with SmartPLS 3.0 software tools. The results of this study indicate that system quality has a positive effect on e-filing user satisfaction. Information quality also has a positive effect on e-filing user satisfaction. Finally, service quality has a positive effect on e-filing user satisfaction.
This study aims to evaluate the implementation of cooperation between villages based on agrotourism in the Kendeng Mountains, Somagede District, Banyumas Regency as a model for developing rural areas in Banyumas Regency. The research was conducted in three villages in Somagede District, i.e., Tanggeran, Klinting, and Kemawi, and served as a pilot project for rural area development. Qualitative method is conducted through meetings with informants from all village officials and tourism business actors in the three collaborating villages and members of the Rural Area Development Coordination Team. This study employs qualitative method utilizing in-depth interviews, observations, documentation, and focus group discussion (FGD), while the findings were analyzed using an interactive analysis model. The results showed that the cooperation between the villages of Kemawi, Klinting, and Tanggeran in developing agrotourism-based rural areas did not yield the expected results. The failure is due to the absence of cooperation norms among members, the identification of common needs that must be resolved through inter-village collaboration, and the low commitment of the village heads to prioritize and carry out all program plans. The cooperation also fails because of the lack of support from the local government during program implementation and the absence of monitoring and evaluation activities at each stage of the implementation of inter-village cooperation.
