Konsep Tri Kaya Parisudha sebagai local genius masyarakat memiliki peran penting dalam kehidupan masyarakat dan keberlanjutan pariwisata di Bali. Tujuan penulisan ini adalah untuk menganalisis sejauh mana unsur budaya lokal masyarakat Bali yaitu Konsep Tri Kaya Parisudha dapat meningkatkan loyalitas wisatawan untuk berkunjung ke Desa Bali Aga Pedawa Kabupaten Buleleng. Metode yang digunakan adalah melalui observasi dan wawancara terhadap tiga puluh wisatawan mancanegara dan wisatawan nusantara yang telah berkunjung lebih dari satu kali ke Desa Pedawa. Hasil penelitian menunjukan, loyalitas wisatawan yang berkunjung kembali ke Desa Pedawa disebabkan karea: 1). senyum masyarakat (keramahan). 2). cara hidup masyarakat (cara berfikir masyarakat yang positif, cara masyarakat bertutur kata, segala bentuk tindakan yang membuata wisatawan merasa nyaman, dan; 3). Filosofi rumah adat Desa Pedawa. Implikasi dari temuan ini adalah konsep Tri Kaya Parisudha sebagai dasar masyarakat Desa Pedawa dalam memberikan layanan kepada wisatawan, berimplikasi positif dalam mempertahankan loyalitas wisatawan untuk berkunjung kembali. Artikel tentang kajian pengembangan desa wisata bermodelkan partisipatif-mandatori ini bertujuan untuk mengembangkan desa wisata yang tepat guna. Pengembangan ini dilakukan terhadap desa Belimbing, Pupuan-Tabanan. Pengembangan partifipatif dilakukan dengan melibatkan unsur-unsur baik pemerintah, masyarakat, maupun akademisi. Hasil kajian ini menunjukkan bahwa model partisipatif dan mandatori sangat membantu percepatan pengembangan desa wisata Belimbing ini. Partisipasi setiap unsur sangat bermanfaat membantu lancarnya pengembangan tersebut. Selain itu, regulasi yang mengatur rambu-rambu pengembangan desa wisata daerah Tabanan sangat membantu semua unsur pengembangan tersebut sehingga setiap unsur atau pihak yang terlibat memiliki pedoman pasti dalam pengembangan ini.
The paradigm of developing alternative tourism is a development option for Bali Aga village as a tourism village. This paper aims at investigating form of alternative tourism implementation in Bali Aga Village valued by its tourist activities. This research focuses on tourist aspects including the importance of culture, motives for traveling (what they do on holiday and how they feel and behave) such as participating with the local people making bamboo weaving, they felt like family members. Because of the interaction that makes tourists and local people very closely filled with a sense of kinship. The importance of this research is to determine how much the characteristics of alternative tourism have been implemented in Bali Aga village. This research is a qualitative research. Data were taken by administering purposive sampling technique. The results of the study are used as a basis for describing the application of alternative tourism concepts in two villages of Bali Aga, namely Pedawa Village and Sidatapa Village, Buleleng Regency. The study shows that (1) tourists really like the culture that is owned by the community, (2) the purpose of visiting tourists does have a purpose to get to know the culture of the community and be involved in people's lives; (3) visiting tourists live in the home of the Bali Aga village community. Thus, the totality of community involvement as actors of tourist service providers has been able to show the main characteristics of alternative tourism.
The purpose of this study is to formulate a conceptual model of destination governance based on collaborative governance in the Besakih Temple area. This research is a qualitative research with data collection techniques through observation, in-depth interviews, and documentation. Data analysis in this research is interpretive qualitative analysis, using a systems theory approach and the concept of collaborative governance. The results showed that the Operational Management of Besakih Temple has not been able to provide good services to tourists, this is due to the lack of common vision, participation, networking and partnerships between the stakeholders involved, namely between the government, the private sector and the local community. The cooperative relationship is still hierarchical and there is strong control from the government, stakeholders from the private sector and local communities are not involved in decision making. In fact, in accordance with the concept of collaborative governance put forward by Shergold (2008), the decision-making process should be collective involving all stakeholders. This study recommends that the destination governance model in the BesakihTemple area needs fundamental changes, the change from adaptive governance to collaborative governance so as to create a harmonious relationship between the stakeholders involved.
