The intervention of the Riau provincial government through various policies needs to be carried out to develop village-owned enterprises (BUMDes). One form of intervention that has been carried out is formulating a regulatory policy regarding the provision of special financial assistance for the development of BUMDEs, which will be described in this article. The Riau provincial government has made changes to regulatory policies related to the use of Special Financial Assistance (BKK) funds which can be used to develop business units and village-owned businesses. In this case, the Riau provincial government prohibits using BKK funds to establish business units that do not drive the community's economy, banking business units such as savings and loans and financing. The theory used as a reference is the opinion of (Haeder & Yackee), (Goo & Heo) and Saravade et al. Data were collected through interviews and documents and then analyzed qualitatively. This study concludes that regulatory policies have caused changes in the types of BUMDes business units developing in Riau province in 2020-2022.
Community service as one of the tasks in the Tri Dharma of Indonesian Higher Education has tried to help the Indonesian people in Frankfurt Germany to facilitate community empowerment efforts, especially women with the theme "Women Leadership". In Government Studies, it is known that the core of Government Studies is leadership, and the core of leadership is decision making. In Islamic values, it is also known that everyone is a leader. Thus, women and leadership are two related words. The question is, how is the relationship? How is this relationship implemented in the Frankfurt Indonesian Muslim Community and in everyday life? It can be said that the active role of women in the Frankfurt Indonesian Mosque can be seen in real terms. Both men and women have learned Islam and applied Islamic values together. This community service was divided into three stages. First, registration by email. Second, filling out the questionnaire and sending it via email. Third, a general lecture session on women leadership using the Indonesian language and continued with a question and answer session at the Frankfurt Indonesian Mosque. The implementation of the service has gone smoothly and was attractive to the participants. This can be seen from the third stage which was originally scheduled for about two hours to four hours. The participant's response was positive with intense interactive dialogue during the presentation of the material. This activities results pattern of leader personal characteristic from members. Hopefully, this is becoming a great capital to born a great women leader in the future
Lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 merupakan usaha pemerintah yang wajib dipatuhi untuk menjamin hak dasar manusia dalam mencapai kebahagiaan di dalam sebuah institusi bernama keluarga. Tujuan tulisan ini berusaha mengkaji, pertama, historisitas; kedua, pro dan kontra; dan ketiga, tingkat ketercapaian implementasi undang-undang tersebut. Metode penelitian yang digunakan adalah studi kepustakaan. Hasil penelitian menunjukkan: Pertama, historisitas (latar belakang dan tujuan) lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 terlihat dari empat hal, yaitu:(1) membatasi dan bahkan menghapus pernikahan anak, (2) membatasi poligami, (3) membatasi hak sepihak dari talaq (talaq semena-mena), dan (4) membangun persamaan kedudukan suami dan istri. Kedua, pro dan kontra hadir dalam proses lahirnya Undang-Undang Perkawinan Nomor 1 Tahun 1974 yang memerlukan waktu yang panjang. Pro kontra muncul dari dua hal, yaitu pertama, pengetahuan dan pemahaman secara normatif terhadap al Quran, Sunnah dan fiqh. Kedua, pengetahuan dan pemahaman terhadap fakta-fakta dan fenomena kontekstual yang terjadi di masyarakat. Pembahasan ketiga, secara umum, tingkat ketercapaian Undang-Undang Nomor 1 Tahun 1974 memberikan nilai positif terhadap tujuan kelahirannya. Namun, perkembangan zaman dan perubahan masyarakat tetap mempegaruhi proses implementasinya yang berjalan belum optimal. Kelemahan dalam implementasi memerlukan pembahasan tersendiri untuk penelitian ke depannya. Dinamika ini memberi ruang pembaruan hukum keluarga yang terjadi hingga saat ini (sustainable).
