Article start from the familiar argument about the limits of the welfare state to raise the possibility of severe restrictions on the ability of social services in Spain to modify and substantially improve the situations of exclusion and poverty in which it acts. This issue has been addressed by different authors agree that the bureaucracy as one of the elements that are limiting the effectiveness of social services. In that sense, the author describes how it affects these organizations in the task of bring support with the mandate of monitoring and supervision of the malaise that is required. The logic underlying these organizations are well described and the implications for them increased bureaucracy, to conclude by reaffirming the importance of this factor as a determinant of social intervention are explained.
Los límites de un modelo de conocimiento posiblemente agotadoDurante muchos años la intervención social fue más una práctica que el objeto de una disciplina.Convendremos en que fueron la búsqueda de reconocimiento y los importantes cambios económicos y sociales los que motivaron en buena parte la reforma y acomodación de sus conociLa narración de la experiencia profesional como expresión del conocimiento en Trabajo Social Resumen La narración de la experiencia como expresión artística de la práctica profesional así como la posibilidad de obtener con ella un conocimiento son el objeto del artículo. Partiendo de la crítica al afán cientificista que parece dominar en el Trabajo Social en España, defendemos la necesidad de incorporar la experiencia a nuestra agenda investigadora de forma que permita adquirir una descripción más detallada y profunda de los problemas con los que tratamos y alcanzar así un tipo de conocimientos valiosos para la intervención social. En ese sentido, reivindicamos la integración de una práctica reflexiva en el ejercicio profesional que descubra la singularidad y complejidad de nuestra labor a través de un relato en el que el propio investigador es juez y parte de aquello que se describe. Pese a la tradicional oposición epistemológica y a los contratiempos para conjugar la práctica reflexiva sobre la acción con la investigación de un objeto del que el propio investigador forma parte, en el articulo exploramos las posibilidades de un tipo específico de investigación narrativa: las llamadas autometodologías como uno de los método y como un medio para valorizar la experiencia y mejorar la práctica profesional de los trabajadores sociales, en un entorno de creciente complejidad y dificultad para nuestro trabajo, al tiempo que se ofrecen como ejemplo, algunos de los textos que pueden ilustrarlo. AbstractThis article focuses on the narration of experience as an artistic expression of professional practice and the possibility of obtaining this knowledge. Starting from the critique of scientism-based desire that seems to dominate social work in Spain, we defend the need to incorporate experience into our research agenda so as to allow a deeper and more detailed description of the problems that we deal with and to thereby achieve a type of knowledge that is valuable for social intervention. We argue in favour of the integration of reflective practice in our professional activities to discover the uniqueness and complexity of our work through a narration in which the researcher is part and parcel of what is described. Resumen. Uno de los argumentos más comunes a la hora de justificar el exiguo impacto de los servicios sociales es el escaso peso que éstos representan en el conjunto del gasto social. En el articulo se muestra que esta justificación puede no ser de todo cierta. Pese a que el balance de sus primeros años fue claramente positivo, el análisis de ciertos datos del periodo 1997-2007 previo al estallido de la crisis muestra, a juicio del autor, las crecientes dificultades para mejorar las situaciones de pobreza y exclusión social con independencia de los medios financieros y personales que se hayan dispuesto. Tal afirmación sugiere la posibilidad de que la intervención de los servicios sociales esté sometida a ciertos límites que constriñen seriamente sus capacidades y plantea la necesidad de integrarlos en nuestro discurso. Sus fundamentos serían el irremisible cambio de época en el que nos encontramos, la insostenibilidad del modelo incrementalista de bienestar en el que se fundó la intervención social y una idea de finitud de la acción social que integra las reflexiones de Marx (1992) o Nussbaum (1995) al respecto. Cierra el texto un breve apartado en el que se detalla el significado de tales límites como tope, tránsito y transformación de los servicios sociales. One of the most common arguments in justifying the scant impact of social services is their lack of relative weight in social expenditure as a whole. This article shows that such an explanation may not be entirely true. Despite its early years being clearly positive on balance, an analysis of certain data from the 1997-2007 pre-crisis period shows, in the author's review, the increasing difficulties in improving situations of poverty and social exclusion, regardless of the financial and human means available. Such affirmation suggests the possibility that social services intervention is subject to certain limits that seriously constrain its capacities, implying the need to integrate them in our discourse. Its foundations would be the irrevocable epoch change that we are experiencing, the unsustainability of the incremental welfare model on which social intervention was based, and an idea of the finite nature of social action that integrates the reflections in this respect of Marx (1992) and Nussbaum (1995). The text concludes with a brief section describing the meaning of such limits on social services as threshold, transfer and transformation.
Purpose This study aims to examine the consequences of the last great recession on the child protection system (CPS) in Spain, to estimate whether there is any kind of relationship between the conditions of socio-economic crisis and its protective activity. Design/methodology/approach Data on child protection legal measures issued by the CPS and socio-economic data from 8 of the 17 regions of the country were cross-checked. Using the chi-square test, it was possible to determine the significance and intensity of the relationship between the different variables in each of the regions of the study. Findings During the crisis, the number of recorded cases fell most sharply in those regions with the worst socio-economic indicators. The study shows that there is a significant relationship between the socio-economic conditions of the regions and families and the activity of the CPS in each of them, so that the worsening of the former reduces the protective activity of their protection system. Practical implications The results ask about the influence of the socioeconomic situation in the decision-making of the CPS in Spain and the need to deepen in its study. Originality/value To the best of the author’s knowledge, this is the first longitudinal study on the effects of the economic crisis on CPS activity in Spain.
