Она также направлена на укрепление всеобщего мира в условиях большей свободы. Мы признаем, что ликвидация нищеты во всех ее формах и проявлениях, включая крайнюю нищету, является важнейшей глобальной задачей и одним из необходимых условий устойчивого развития.Этот план будет осуществляться всеми странами и всеми заинтересованными сторонами, действующими в совместном партнерстве. Мы преисполнены решимости избавить человечество от тирании нищеты и нужды и исцелить и обезопасить нашу планету. In the context of external shocks, socio-economic coherence of an industrial region reflects its ability to function successfully. Many researchers examine economic space, focusing on interaction between entities (including infrastructure) while ignoring territorial boundaries. However, it is necessary to consider a region’s endogenous core, whose historically connected elements generate evolutionary changes under the influence of external factors. This study develops tools to assess regional infrastructure coherence, taking into account the endogenous determinants of its socio-economic development. The research methodology includes: a comparison of absolute and relative territorial characteristics and infrastructure development parameters; statistical, economic and mathematical methods for determining and evaluating the resulting indicators; an expert assessment of the infrastructure potential; a matrix method for identifying the depth of infrastructure gaps. An analysis of Sverdlovsk oblast and neighbouring regions revealed infrastructure gaps of the first level of depth (insignificant, significant, stably significant), violating the integrity of the regional core, as well as gaps of the second level of depth (forming, potentially forming), requiring serious transformations of the core elements. The con ducted research determined the infrastructure coherence characteristics of the regional core. Thus, the most favourable situation is in Sverdlovsk oblast, whose core has strong integrity. The most unfavourable situation is observed in Perm Krai and Khanty- Mansi Autonomous Okrug. Perm Krai’s core is characterised by minor gaps of the first level of depth and potential second level gaps. In Khanty-Mansi Autonomous Okrug, significant first level gaps are already established, while second level gaps are still forming. This situation occurred due to the industrial specificity of these regions, as well as the discrepancy between high economic activity (increasing the demand for transport services) and infrastructure development. Further research will focus on the ways to improve the regional connectivity at the intra- and inter-regional levels.
Abstract. Our paper focuses on the relevant theoretical economic approaches that allow us to understand the key elements of cultural values. The paper presents a model envisaged to estimate economic and social impact of modernization on cultural values in modern societies. We employ three indices of social and economic development for each level in Russian Federal districts of Moscow and St. Petersburg in order to reveal their impacts on modernization processes. Our data has been collected via the means of a questionnaire and an opinion poll with the purpose of revealing the value guidelines of society in terms of its modernization. Our results reveal the presence of four relevant levels of value orientations: family orientations, global, work, and personal orientations. Our results demonstrate how modernization is perceived in modern societies, in which spheres it is mostly expressed, and how it influences the society. Aim. The presented study aims to develop a methodology for assessing the innovative solvency of exports from Russian regions and to identify the leading exporting regions in the development of the country’s innovative exports. Tasks. The authors clarify the definition of ‘innovative solvency of regional exports’; develop a methodology for assessing the innovative component of regional exports; test methodological recommendations for assessing the innovative solvency of exports through the example of industrial regions. Methods. The approach to determining the innovative solvency of regional exports is based on a matrix measurement method using two-component evaluation tools. This method also makes it possible to compare the level of the region’s existing foreign economic relations with the level of the regional production system when considering the latter as a resource and a prerequisite for further increasing the level of innovation in exports; to assess the degree of regional potential realization through a separate comparison of the indicators of commodity production and exports of goods and indicators reflecting the level of production technologies and their exports. Results. A typology of exporting regions is proposed based on the synthesis of two criteria: the level of development of the innovative component in the exports of the region and the level of development of advanced innovative technologies in the region. The study confirms the hypothesis about the heterogeneity of Russian regions in terms of the innovative component of their exports, which has a direct impact on the development of the corresponding regional development strategies. Of the 34 exporting regions analyzed, only 16 regions can be identified as exporters of innovative goods. Conclusions. The methodology proposed by the authors makes it possible to qualitatively assess the innovative component of regional exports based on quantitative data, which reveals the potential of the regional production system for innovative production, and to compare it with the existing and projected levels of innovative exports. The practical significance of this study consists in the formation of a list of regions leading in innovative exports, which can be useful for public authorities when adjusting programs aimed at stimulating innovation activity and forming an export-oriented national economy.
