The goal of national education is to develop the students' potential to become virtuous, courteous, healthy, knowledgeable, skillful, creative, independent, democratic and responsible human beings, and be devoted to Allah S.W.T. In its implementation, Islamic Study subject has an important and strategic role in realizing the goals of national education. Generally, the teaching and learning process of this subject in university level is much better compared to the previous one, in either lecturer's competence, curriculum or management system. Nevertheless, the fact also shows that most students take this subject only to complete the requirement of their study, not as a scientific need. This course, in fact, has been designed to build the students' charcaters and personality so that they could become knowledgeable and devoted to Allah SWT. Therefore, strategic steps taken based on more open and advanced paradigm and thought are needed. This article is intended to discuss strategic steps required in managing and conducting the teaching and learning process of Islamic Study in universities in order to achieve the specified goals maximally. The discussion is supported by related literature, expert opinions, and results of previous research relevant to the current study in term of context and issue.

The Kingdom of Saudi Arabia is one of the largest Islamic countries lies in Arabian Peninsula. The government bases its legitimacy on its interpretation of Sharia (Islamic law) and the 1992 Basic Law. The Basic Law sets out the system of governance, rights of citizens, and powers and duties of the government. The law also provides that the Qur'an and the Traditions (Sunna) of the Prophet Muhammad serve as the country's constitution. As an Islamic country which is rich in culture and natural resources, the Kingdom of Saudi Arabia plays prominent influence in Islamic world for various aspects in politics, culture, economics, trading and education. The contribution of the Kingdom of Saudi Arabia can be clearly seen in education sector, particularly in Al-Quran and Sunnah studies. The country provides a wide opportunity and great facilitation for those who wants to study in Saudi Arabia in their own country. The founding of the Institute of Islamic and Arabic Science (LIPIA) in Indonesia as an important affiliation of Al Imaam University is regarded as real concern of Saudi Arabia in Islamic studies development. Further, pursuant to history of the Kingdom of Saudi Arabia, ulama plays respected crucial roles in the government. They are not merely respected for the high and exclusive knowledge in religion, but they are also regarded having capability in balancing the stability of the country. This research is motivated by looking at the contribution of the mosque to modern Islamic education. Surau is the first Islamic educational institution that is present in Minangkabau. In addition to Islamic education, surau also teaches traditional knowledge and martial arts in the form of silat. But over time and the development of times and technology, the existence of surau began to erode with the advent of Modern Islamic education such as Thawalib, Adabiyah and so forth in the early 20th century. Even, the madrasa on the basis of surau have also changed from the halaqah system to the classical system. Through this research, researchers want to know the extent of these changes. Are the values of surau education still applied in modern Islamic education ?. This research uses the field reaserch method with a qualitative descriptive approach. From this study, it was concluded that the values of surau education were still implemented in modern Islamic education namely madrasa and pesantren. This can be seen from the references used by madrassas and pesantren which are not much different from the references used in the surau educational institution.
