This study discusses the expansion of the candidate for the New Autonomous Region of Panton Labu City, originating from the wishes of the people in the five sub-districts in the eastern tip of North Aceh Regency. This expansion occurred because the community felt that development in the area did not receive enough attention from the Government and was very lagging behind in the development of health, infrastructure, education, culture, and even public policy. In addition, the area is very far from the central Government, and the distance to the area takes a lot of time. The formulation of the problem in this study was the cause of the expansion in Panton Labu City and the political orientation of the expansion of the Candidate for the New Autonomous Region of Panton Labu City. The purpose of the study was to identify the problems that caused the expansion of Panton Labu City and determine the political orientation of the expansion of the New Autonomous Region of Panton Labu City. This expansion occurred because the community of five sub-districts in the eastern tip of North Aceh Regency saw a lack of attention from the Central Government in development (education, infrastructure, health services, and public services) and culture compared to the existing regions in the Central Government area of North Aceh Regency. Second, the political orientation of the expansion of Panton Labu City was only to improve the welfare of the people in the region to be more advanced. However, some move to politics because the expansion committee members were not only from ordinary people but also from the political elites. Data collection techniques used were interviews, Documentation, and data analysis. The results showed that the political orientation of the expansion of the Panton Labu City CDOB had two aspects, namely purely for the realization of public welfare and the opportunity to gain power in government by politicians from Panton Labu. The expansions formation and mechanism were determined at the ratification of Panton Labu City by the Ministry of Home Affairs. The obstacle of the expansion for the Panton Labu City CDOB area was due to differences in Political Orientation in the regional expansion realization.
The political culture in a society in one area has a unique orientation towards the political system, this condition also applies to the Gayo tribe. The Gayo tribe is an ethnic group that inhabits the Gayo highlands in the central part of Aceh Province. The traditional territory of the Gayo tribe includes the districts of Bener Meriah, Aceh Tengah and Gayo Lues. In addition, the Gayo tribe also inhabits parts of Southeast Aceh, Aceh Tamiang and East Aceh. The Gayo tribe is Muslim and they are known to be devout in their religion and they use the Gayo language in their daily conversations. According to the community story, the Gayo tribe was formed by the Linge Kingdom, which was a Gayo kingdom in the Linge area of Central Aceh. This paper examines the political cultural orientation of the Gayo tribe in the election of a district head in 2017. The problem formulation of this paper are: First, how is the political culture of the Gayo tribe? Second, what is the orientation and political culture of the Gayo Tribe in the 2017 election of a district head in Lot Kala Village, Kebayaan District, Central Aceh Regency? The method used in this research was descriptive qualitative. From the results of the study, it is known that the Gayo people in Lot Kala village have a participant political culture because the Gayo tribe is very enthusiastic in choosing the Regent / Deputy Regent in the 2017 District Heads Election. Meanwhile, the political cultural orientation of the Gayo tribe in Lot Kala Village is classified as an affective orientation due to emotional ties and has a very close kinship in the customs owned by the Gayo tribe in Lot Kala Village. It can be seen from the Gayo tribe people who choose a life partner who comes from the native of Gayo tribe. The relationship between orientation and political culture in the Gayo Tribe tends to elect District head candidates who have the same ethnic background and tend to dislike District heads candidates who have affiliations and are paired with candidates from other tribes.
This study aims to understand and look closely political beliefs of the villagers in the North Aceh Regency after the 2017 gubernatorial election. A qualitative method was employed and the data were generated from written or spoken words from people and their behaviors. Observations and personal in-depth interviews were conducted to collect rigorous information from the informants at a village in the North Aceh district, Indonesia. The finding reported that the behavior of the community in responding to the political dynamics after the election for Governor of Aceh in 2017 continued to behave according to the conditions of a political party that they supported to achieve particular goals. Their responses were increasingly rational and willing to accept differences and participated based on shared awareness to build the nation so that they could feel the welfare of living in peace. The finding implies that societies now can no longer be lied to with irrational promises from the politicians during the political campaign. People are now becoming intelligent and rational in the political election because they have learned lessons from numerous political blunders in the past.
Aceh peace is a new dynamic on the resolution of conflicts in the region. Eight years have passed and the agreement was signed by the Free Aceh Movement (GAM) and the Indonesian Government, while the MoU (Memorandum of Understanding) agreed in 2005. The signing of the MoU symbolically ends Aceh conflict which is prolonged for three decades. Moreover the notable occurance that leads to the weakening of GAM strength is that by December 26, 2004 earthquake and tsunami has devastated the communities in terms of infrastructure and superstructure. While spirit to rebuild Aceh after the disaster emerged, amount of aid coming in the country from as well as foreign institutions such as NGO. The government of Indonesia took this chance to develop Aceh once again and approach GAM to release the tense, to take the path of peace. The government efforts succeed by personalized approach to one of the central figures of GAM. The conflict in Aceh reflects that lobbying skill from the government of Indonesia against GAM is quite excellent. To notice the reconstruction of Aceh peace agreement before, the Cessation of Hostility Agreement (COHA) initiated by the Henry Dunant Center (HDC) stalled. The struggle embodied in the MoU agreement which is initiated by the Crisis Management Initiative (CMI) actually formed by former Finnish President Martti Ahtisaari. While it is done further implementation is left to the Aceh Monitoring Mission (AMM) led by Pieter Feith. In this mission AMM successfully carry out their duties in accordance with the agreement so that it runs alltogether. AMM ended its duties on December 15, 2006 and successfully reconcile the peace process (AMM: 2006). Furthermore, Indonesian Government gives freedom of democracy actively for Aceh and GAM combatants. Troop’s withdrawal process also the destruction of non-organic military and police weapons of the GAM runs smoothly. Then the GAM combatants reintegrate into society, this task successfully executed by AMM. Furthermore, the Government implements the sustainability of the peace process systematically. Implementation of this peace process is necessary because people of Aceh are already saturated with conflict that endured so long. The people hope this peace could maintain significant and permanent. Fortunately all parties are able to hold theirselves up to prevent new conflicts. Above all, Aceh peace is also a very elegant example as a process of consensus building and conflict resolution models. Aceh peace could become a reference for other regions and countries in the world which is also facing separatist conflict issue. Moreover, Aceh peace could also sinergically perform post-tsunami reconstruction of the area. The Government creates the Rehabilitation and Reconstruction Agency (BRR) to reconstruct the area after the tsunami disaster. This peace model could also reintegrate and reconcile thw ex-combatant to back mingling with the public. Democratic process in Aceh is also running well, starting with local elections on December 11, 2006. Currently Aceh is very pleasant city for living and we expect peace in Aceh could maintain eternally.
