Problem and goal. The development of new media, new modern IT technologies is also aimed at promoting legal content. New formats of the media sphere create new opportunities for dialogue on legal culture. The aim of the article is to study the educational potential of podcasting in the context of the formation of the human legal culture. Materials and research methods. Methodological approaches: cultural-historical approach for revealing personality as a product of cultural development, contextual approach for understanding the role of public opinion in personality development, competence-based approach for identifying the educational process in podcasts and selecting content for the construct “legal culture”, personality-oriented approach for understanding self-developing and self-regulating personality in the process of forming a legal culture. An empirical study was carried out using the GetPodcast application on search queries for podcasts by words or phrases correlated with the theoretical construct “legal culture” in Russian and English, the time period for placing a podcast in the application was measured; the research is based on measuring, systematizing, comparing, summarizing, monitoring, interpreting the results of researching the audio content of podcasts. Research results. In 2020, on average, more than 2.5 million episodes on legal culture in English and more than 17.5 thousand in Russian were created in the media sphere. The authors calculated that the number of podcasts by one key concept in English is on average 234 times higher than the number of podcasts in Russian, which indicates the active spread of the new format of the media sphere throughout the world, while the demand for English-language podcasts is objectively higher. The growth rate of the number of podcasts in 2020 averages 66% and 58% for Russian-speaking and English-speaking podcasts, respectively, while the growth over the past six months is higher: 97% and 72%, respectively. This can be explained by the pandemic situation and forced self-isolation, as well as digital globalization and digital competencies of the population. Discussion and conclusion. The authors came to the conclusion that podcasts, as a new format of the media sphere, have educational potential, which must be used to a greater extent for the formation of the human legal culture. At the same time, the educational potential reveals the cognitive and epistemological interest of the listener. Podcasts form socially significant and personally necessary knowledge of a legal nature and meaning, which to a greater extent affects the condition and result of the process of forming human legal culture.
Образовательный потенциал блогосферы как фактор формирования правовой культуры человека Введение. Актуальность исследования вызвана, с одной стороны, динамичным развитием блогосферы, а, с другой, недостаточным теоретическим осмыслением блогосферы и ее роли в формировании правовой культуры современного человека. Цель исследования состоит в выявлении образовательного ресурса блогосферы, его востребованности, обосновании необходимости его использования в формировании правовой культуры личности. Материалы и методы. Многообразие исследовательских методологий, связанных с рассмотрением образовательного ресурса блогосферы как фактора формирования правовой культуры, обусловлено разнообразием подходов-культурно-исторического, контекстуального, компетентностного, личностно-ориентированного, нацеленных на достижение цели исследования. Результаты исследования. В результате мониторинга составленного нами перечня хэштегов, соотнесенных с теоретическим конструктом «правовая культура», проведенного по поисковым запросам в социальных сетях, на платформах и в приложениях-ВКонтакте, Twitter, Instagram, YouTube, TikTok, получена статистика по показателям «mention», «engagement», «sentiment», выстроен рейтинг хэштегов «ТОП-10». Полученные данные свидетельствует о высокой востребованности у пользователей контента правового характера, правовой информации, эффективных практик поведения в ситуациях правового характера. Обосновано, что интерес к правовому образовательному контенту в блогосфере связан с актуальной ситуацией жизнедеятельности людей, характеризуемой изменчивостью, нестандартностью, неопределенностью, активным развитием правотворческой практики, предполагающей непрерывное обновление знания законодательства. Обсуждение результатов и выводы. Медиасфера представлена множеством сред, одной из которых выступает блогосфера как динамично развивающееся Internet-пространство, имеющее образовательный потенциал, значимый в формировании правовой культуры личности, ее когнитивной и деятельностной составляющих.
В статье акцентируется внимание на проблемах развития и становления парламентаризма в современной России. Автор определяет парламентаризм как систему институтов, норм и практик, обеспечивающих представительство интересов групп населения в законодательных органах власти. Центральное место в статье отводится выделению особенностей современного российского парламентаризма, их анализу и поиску путей решения имеющихся проблем. Методологически статья опирается на теоретические разработки как зарубежных, так и российских исследователей. В ее основу легли общефилософские и социогуманитарные методы. В работе использованы эмпирические данные, взятые из открытых источников.
The purpose of the article is to study the theoretical aspects of the problem of mediatization of education. The article discusses the content and various interpretations of the concepts of “media” and “mediatization”. The main attention is paid to the peculiarities of the process of mediatization, both in the school education system and in the field of higher education. Mediatization in school education is considered in the context of all elements of the educational process. First of all, this is expressed in the organization of the educational process in remote mode. In addition, mediatization makes it possible to conduct lessons using information technology, students perform creative projects, gain access to information sources and collections of various libraries. The mediatization of education expands opportunities for obtaining and correspondence education in the mode of distance communication, as well as through various online courses for obtaining professional education. The article also highlights the main tasks of mediatization of education and methods of organizing the educational process using mass communication media. Among these tasks are the possibility of obtaining information, using the potential of mediatization of education for moral and ethical education and personal development, familiarization with the achievements of the development of mass media, explaining their role and significance for the educational process, practical training in media technologies, aesthetic education of students. The evolutionary possibilities and trends in the development of education in the context of its mediatization, as well as the risks and negative aspects of this process are shown. The increasing role of the mediatization of education is explained by the continuous nature of education, total digitalization, the demand and availability of online courses for a wide audience. On the other hand, the mediatization of education will also have negative consequences. Firstly, the process of socialization of students will be difficult, and secondly, the educational process will acquire a formal character, which will affect its quality. Comparing the positive and negative aspects of the mediatization of education, it seems that there should be no abandonment of educational technologies that have been tested for decades, and here the task is to find the necessary balance between old technologies and new ones, which mutually complement each other, will contribute to the improvement of the educational system so that it meets the challenges and requirements of modernity. Methodologically, the article is based on the theoretical developments of foreign and Russian researchers. The article is based on general philosophical and socio-humanitarian methods of analysis.
