Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability. It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector. It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed. General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector; method of dynamic analysis and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment; calculation-constructive, graphic — when assessing the level of financial and economic security. It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges. On a country-wide scale, the problem of food security is closely connected with the general doctrine of national security. The article analyzes the causes and factors of the features and patterns of food security issues as a component of international economic security; the essence and content of food security as an integral part of socioeconomic development in the context of international economic security are presented. The purpose of the article is to determine the influence of economic and social factors on the level of food security of the population. The methodic of work is based on the construction of a correlation-regression model of the influence of a certain range of factors on food safety of households in the context of providing social stability. During the study it was used the information obtained from official statistical sources and respondents survey. The results of the study represent the dependence of the food security of the population of Italy and Ukraine on such factors as the level of income, the importance of value when choosing products, the availability of family members who are starving, etc.
Improving mortgage lending, increasing government spending on financing scientific research in the field of agriculture, improving the system of agricultural risk insurance, and providing tax incentives to agricultural enterprises can help increase the investment attractiveness of agricultural businesses. In order to attract external investors, agricultural enterprises should, in our opinion, offer their investment projects more widely at various forums dedicated to investment activities, and make efforts to form their own good investment image. One of the reasons for the high interest rates for lending to agricultural enterprises is the size of the Central Bank's discount rate. In banking, the Central Bank applies only a single discount rate, but in many industrialized countries, its size can be zero or even negative. The authors proposed to apply not one, but several discount rates of the Central Bank, depending on what specific purposes the commercial bank will spend the financial resources received from the Central Bank. In our opinion, for lending to agricultural enterprises, a commercial bank should be able to receive funds from the Central Bank at a discount rate close to zero, and in our opinion it will make it possible to reduce the interest rate when granting loans to agricultural enterprises.
The socialization of education is an important means of changing the paradigm of efficient development of the agricultural sector since the novelty of measuring the quality of higher education products is human capital. The main objective of the research is to reveal the peculiarities of socialization of education and its impact on the agrarian sector of the economy based on the knowledge and skills of the new generation, which is demanded by the modern world. It was found that the role of higher education institutions is not only to provide educational services but also to inform higher education students about the values recognized by society and the integration of young people into society with a socially-oriented mindset. It has been shown that higher education institutions can promote ideas of socially responsible behaviour that contribute to a balance between satisfying the current needs of different generations and protecting the interests of future generations. Research methods: historical-logical, monographic, prognostic, system-structural analysis, and synthesis. The article presents the results of an empirical analysis of the importance of socialization of education as a new paradigm of society in terms of scientific approaches to its formation. It is substantiated that on the basis of socialization of education, a close relationship with the level of moral development of the future specialist's personality is formed. It is proved that higher education institutions in the process of their activity play an important role in the socialization of the continuum of different generations, ensure the unity of education and upbringing, encourage students of higher education institutions and teaching staff to participate in various social practices (social responsibility). Based on forecast indicators-the life span of generations, it is understood that generation Z will be replaced by generation Alpha that will appear already in 2021, and will exist for 17 years. This generation will have no cultural, political boundaries or different perspectives, and the knowledge and skills they acquire will be oriented towards socially responsible behaviour in society.
