An essential aspect of the country’s economic growth is the transfer of innovation, which is very important nowadays. The innovative projects can be implemented through it at the level of households, companies, institutions, and local communities. The transfer of innovations is intended to cause a cumulative effect and stimulate economic growth. It is important to determine the influence of different factors on this process and consider the feedbacks in the “enterprise-region-state” system, which will increase the level of control over the process. The paper aims to find scientific instruments for managing the multilevel transfer of innovations, representing the connections between factors that act as catalysts/inhibitors of that process. The proposed methodology uses systems analysis, indicative analysis, and cognitive modeling (Fuzzy Cognitive Maps (FCM)). Based on the study results, a cognitive model was formed based on identifying the “strength of impact” of connections between elements that determine the level of influence of the micro- and macro-environment factors of the innovation multilevel transfer. From a practical point of view, this allows obtaining forecasts of its behavior under different management actions. To implement the research results, it is necessary to determine management tools that will allow stakeholders in the system “enterprise-region-state” to make a transfer of innovations most effective. It demonstrates the need for further research in this area and assessing the potential consequences of management decisions for economic growth. Abstract.Introduction. Business value is largely determined by intangible assets, namely intellectual and information resources. Ukrainian companies pay little attention to Research and Development. As a result, they lag behind in their core activities, development, patent and offer very few technological solutions. Therefore, studies related to intangible assets and their role in the creation of enterprise value are vital. The purpose of the article is to evaluate profits of owners who neglect intangible assets which influence the value of the company based at systematisation of the existing financial and accounting approaches.Results. The systematization of financial and accounting approaches to determining the value of the enterprise and assess the impact of intangible factors to the enterprise value. The authors have proved the difference in value of equity calculated according to the balance sheet and its market value caused by the hidden (off-balance) capital. The proposed analytical model of the enterprise includes loss of profits due to the influence of intangible factors. It identifies three important intangible factors affecting the value of the company, namely the number of loyal customers and the quality of loyalty; training skills and loyalty to the enterprise, and recognition of the brand. Conclusion. The present financial statements do not allow estimating the market value of enterprises, since not all the intangible factors are reflected in the financial statements. The management of intangible factors, such as a business enterprise reputation, knowledge and competence of staff, customer loyalty, remains controversial and methodologically unsolved and requires further studies. The article reveals scientific approaches to the creation of strategic guidelines for European integration processes based on the prediction of indicators of innovative development, considering international experience. This will make it possible to achieve the effectiveness of the processes of regulating innovation activity in the national economy and accelerate the pace of its development. The article proposes to identify relevant indicators of innovation activity to promote innovation changes based on the analysis of the overall innovation index of countries using econometric instruments. The characteristics of the process of introducing innovations in Ukraine are given in accordance with the individual components of the overall innovation index, which, according to the results of the calculation of the European Innovation Scoreboard, gives an idea of the various categories of countries-innovators in terms of the degree of innovative support for their economies. Based on the analysis of international statistical reporting, trends in the development of the innovation index in Ukraine and the European Union for a short-term period are established. Based on the Gompertz method, it is shown how the dynamics of each indicator will change, depending on the obtained predictive values of innovation development indices. This allows to determine the significance of regulatory instruments and generate appropriate forecasts. The methodology for finding regulatory instruments in the innovation development management system is developed depending on the speed of management intervention in the process of stimulating innovative changes. Strategic guidelines for the use of instruments for managing innovative development are formed depending on each index specifically. The content of the instruments is proposed depending on the priorities of the European integration activity and the influence of management on the formation of reforms, which will ensure the targeting of innovative regulatory initiatives in precisely those areas where the response of the national economy to the implemented influences will be most effective.
Theoretical approaches to defining the concept of financial inclusion are considered. It is determined that financial inclusion and the public and business confidence in the financial and credit system are driving factors for directing savings into the investment sector, reducing the level of shadow economy, increasing the financial stability of economic entities, and, as a consequence, increasing the level of government revenues and financial security ensuring. Theoretical and methodological foundations of financial inclusion spreading as a driver of financial security of Ukraine are investigated. The article considers the importance of capital investments for the development of enterprises, analyzes their condition and dynamics at the state level. It was found that over the past ten years, the dynamics of capital investment has not clearly increased. A number of factors that influenced their volume have been studied and analyzed, and a classification of these factors has been developed. Using economic and mathematical methods, namely correlation and regression analysis, the most important factors influencing the dynamics and structure of capital investment in Ukraine, as well as the closeness of the relationship with individual factors. The results of the study revealed the dependence of capital investment on fluctuations in GDP in Ukraine and other indicators.
