Rapid economic reforms and proper GDP growth in China has affected the regional development of Chinese provinces. This study aims to estimate the degree of economic and environmental disparities within Chinese provinces for developing policy recommendations of regional transformation. The reduced log-linear specification of endogenous growth model is used for the estimation of convergence rates within Chinese provinces. The empirical results prove that an increase of 1% in GDP per capita basic year reduces the economic growth rate by 0.1% in the reference year. Thus, the ratio of the average per capita income in the wealthiest group to poorest provinces accounted for the factor 9.6 in 1995 and factor 4.1 in the year 2015, which means a reduction of disproportionate development. Environmental convergence trends were also found and less polluted provinces eventually increase emissions at higher rates than the initially polluted ones. With the pass of time, all provinces do move to the same steady state in environmental parameters. The speed of the economic and environmental convergence in China provinces is rather slow, and the economic growth was achieved by great sacrifices of an environment, since all provinces are striving to the same steady state in terms of pollution increase. The industrialized regions due to the presence of significant financial resources should pay more attention to the protection of the environment using all the available economic potential. At the same time, both initially poor provinces and rich have to develop more profoundly agriculture, tourism, recreation, and other environmentally friendly industries to improve economic performance.
The paper reveals the concept of disruptive technologies as a phenomenon that opens a new cycle of productive forces development. The paper shows essential disruptive technologies which have determined the change of socio-economic formations of human development: from agrarian societies to industrial and post-industrial ones. The authors of the article have analyzed key disruptive technologies which form the basis for the Internet of Things. Thus, it is stated that the innovations created on the basis of personal computers, mobile phones, Internet, Wi-Fi, renewable energy, 3D printers, digital technology, artificial intelligence, RFID tags, GPS, robots, and «cloud» technologies are the original components of the Internet of Things. A prognosis is that 37 billion devices will have been connected to the Internet of Things in the world by 2024. The paper demonstrates the economic view on disruptive technologies as a phenomenon that changes the benefit-cost ratio. The article reveals possible positive and negative effects of the implementation of disruptive technologies. The concept of the so called «the innovator's dilemma» is discussed, and two principles of disruptive technologies are shown (creative, since it opens a new technological cycle, and destructive, since it undermines the production bases). The authors have empirically estimated the effects of key drivers that impact the average global GDP per capita. Thus, energy use, fixed telephone subscriptions (per 100 people), gross capital formation, improvements in life expectancy, and an increase in mobile cellular subscriptions are among the factors that increase the economic performance.
THE STATE'S STRUCTURAL POLICY INNOVATIONS INFLUENCED BY THE ECOLOGICAL TRANSFORMATIONSThe extension and legislative consolidation of the sustainable development conception in different countries of the world, including in Ukraine, define the necessity to form a new system, which will enable to provide the economic stability, social welfare and ecological balance in a balanced manner. It requires the development of the comprehensive strategy for the restructuring of the national economy. The optimization strategies restructuring policy of the economy in Ukraine with account for the ecological constituent should be based on the setting of the threedimensional problem regarding the game theory and on its complex solving through the iteration method. In order to reach a compromise, it is envisaged to search for the optimal restructuring policy for three subjects: state, population and economic entities, the behaviour strategy of which is formed on the basis of the quartile approach. The definition "value of game" -generalized effective indicator to assess the restructuring strategies efficiency (GDP, adjusted for the ecological factor), is proposed to be determined on the basis of the regressive analysis of its dependence on the integral indicators of subjects evaluation, calculated through bulk based on the average geometric mean of the normalized incoming indicators by the relative method. The suggested approach was approbated on the basis of time diapason 1999diapason -2017 strategies enable to solve the above task in a compromise way since they simultaneously take into account the interests of the state, population and economic entities, providing the normal GDP, adjusted for the ecological factor. Directions for the introduction of the optimization strategies restructuring policy of the economy in Ukraine with account for the ecological constituent are proposed in the article.
The company’s sustainable development depends from a lot of determinants. The article deal with the theoretical and practical aspects of human resource management on modern enterprises in the field of TV and communication services. The authors noted that for more than a century of human resource management, both theoretical and practical disciplines have evolved in various fields. In this connection the theoretical foundations for the development and preservation of human resource management were investigated. The authors analysed the worlds modern transformations of the workforce, that gives background for the future investigating and creates the preconditions for improving human resource management system on domestic enterprises. The authors emphasizes that the main objective of evolution and development of labour resource management is the efficiency of labour utilization, the search for the potential of employees, the application of techniques and practices to motivate and support staff. Changing the organizational environment in the market has to push managers to increase the effectiveness of the production process, create modern competitive advantages and consider the profitability of human resources. Investigating the features of functioning TV and communication companies has given the opportunity to provide recommendation for improving human resource management system. That would improve production, reduces costs, and at the same time ensures the stable existence and further development of the organization. The provided comparison of human resource management of PJSC “Ukrtelecom” and Vodafone Group PLC concludes that for a quick response to a modern problem, it is necessary to focus on the experience of a foreign company, to introduce modern instruments for the further operation of the enterprise. Key words: HR management, motivation, potential, efficiency, digitalization.
