The increasing demand for halal products including goods and services every year, especially for food and beverages, has resulted in a growing need for products with Halal guarantees. Along with the increasing trend of demand globally, it has resulted in an increase in producers of halal food and beverages in both Muslim and non-Muslim countries. The growth in demand for halal products increased significantly in Asia, Africa and Europe. This has also resulted in an increase in demand from consumers of halal products so that producers in producing food and beverage products must comply with the provisions of Islamic law.In addition, not only for food and beverage products but also the demand for halal tourism is also increasing. Indonesia is one of the largest Muslim countries in the world. However, there are still many Muslim consumer actors and Muslim producer actors who do not yet have an awareness of the importance of complying with the provisions of Islamic law in consuming and producing goods and services. There are still many restaurants and hotels that serve food and drinks that are not certified halal. There are still many food, medicinal and cosmetic products that are not halal certified. But now many secular countries such as France, Canada, Australia, the United States, Britain are also halal certified with the aim of meeting the Muslim demand for halal products for food and beverage, including for halal tourism.

The aim of this paper is to describe the shifting of halal certification system in Indonesia, which previously tended to be society-centric towards state-centric. The needs of domestic consumers for a legally strong halal assurance system and the spread of global halal trend encourage the birth of Law Number 33 of 2014. The law makes halal certification compulsory rather than voluntary, in which the control conducted by the arrangements of LPPOM MUI is shifted to the superintendence of the Ministry of Religion through Badan Penyelenggara Jaminan Produk Halal (BPJPH)/ Halal Product Guarantee Agency. This research uses a qualitative method, in which the data gathered from semi-structured interviews and studies of literature. The research result shows that the system of state-centric halal certification has more benefits than that of the society-centric system that was previously applied in Indonesia. However, it could not be proven yet since the new system has not been implemented and the supporting infrastructures have not actually been ready to operate.

Article 4 jo Article 25 of the Law of the Republic of Indonesia Number 33 of 2014 concerning Guarantees of Halal Products regulates obligations for Business Actors who trade in their products-including food-in Indonesia "must be halal certified" and "must include halal labels". One of the considerations of the issuance of the Law of the Republic of Indonesia Number 33 of 2014 is the state's obligation to guarantee that every religion adherent is to worship and carry out his religious teachings, including providing protection and guarantees about halal products consumed and used by the community. The obligation of food business actors to include halal labels on food is also regulated in Article 97 of the Law of the Republic of Indonesia Number 18 of 2012 concerning Food. This article states that the labeling on food packaging includes "halal information for those required". Based on the findings of the Food and Drug Supervisory Agency regarding halal labels on food products, the results showed that 11,243 met the provisions of halal labels and 693 did not fulfill the provisions of halal labels. This study uses normative juridical research methods. The approach used is the legislative approach and the conceptual approach. The results of the study show that Law Number 33 of 2014 which requires businesses to have halal certificates and include halal labels is more beneficial for food businesses even though they must meet the requirements and follow certain procedures. The advantage is that food with halal labels has a larger market share because the population in Indonesia is predominantly Muslim. On the other hand, Muslim consumers are guaranteed their right to consume halal food products as required in Islam.
