Electronic learning, commonly called e-learning, has the goal of using technology to spread knowledge. Actually, the fast growing of Internet has allowed the creation of a variety of e-learning platforms. Thus there is the need for the regulation and interoperation of these platforms. Interoperability is a key factor in e-learning systems because it allows exchange and reuse of educational resources developed in different platforms. Problems may appear in their design and implementation because of the lack of interoperability among educative platforms contents. For that reason, it is important to use meaningful information to make possible the interoperability among different environments and to help in the management of proper contents. This is the area where Semantic Web may play a key role for reaching this goal. In this work, we propose the design of an e-learning platform prototype, that using semantic meaning, helps in the solution of interoperability problems.

Higher educational institutions (HEIs) have witnessed a high proliferation of e-learning systems especially in the last decade. Most of these virtual learning environments (VLEs) are centred on information transmission through improved communication, delivery and access to structured content and learning resources without much emphasis on user-specific content and pedagogical framework peculiar to the teaching and learning needs of the local HEI. The major concern has been the lack of flexibility of these VLEs in adapting to the existing variety of teaching and learning methods employed by various HEIs. To address this challenge, we have proposed a user-specific integrated approach for the design of knowledge-based elearning systems. Using this approach, we developed a framework for the faculty of computing, Univeristi of Teknologi Malaysia (UTM). Our focus was on three vital areas of elearning: the delivery method, learning approaches, and learning strategies. The major contribution of this paper would be to aid educators understand how to design learning activities themselves that could facilitate their pedagogical use in different contexts.

Accelerating the use of computer and internet technologies in education has necessitated the formation of different teaching environments. The necessity of different environments to be presented to different users as the opportunities offered by today's technology creates a working environment for researchers on new concepts. Adaptive Online Environments bring innovation to the field in this sense. The purpose of this research is to show the effectiveness of the web-based teaching portal designed as an adaptable online environment to the users' academic success. Results based on pre-test and post-test findings of academic achievement test and suggestions for these results were included in the research. According to the ANOVA result, it was determined that the group x pre-test common effect was not significant on post-test average scores of the students. [F (1-50) = 1.178, p>.05]. In addition, descriptive statistics and ANCOVA results of the post-test arithmetic averages corrected in the study are given according to the groups. Participants measured the level of academic achievement test, recall, and implementation in the search for the success effect of using the web-based adaptive online environment. As a result of the research, some suggestions are given.
