Abstract:In a given operating environment, small family businesses typically have fewer resources to minimize vulnerability. Identifying this exposure is basic to strategic analysis and, potentially, public policy analysis. This can become even more important when structural change in the environment is expected while its exact character is not known. The implications of climate change for Australian family farms are an example. This paper reports a study designed to analyse the vulnerability of dairy farms in Victoria, Australia. The study draws on production control (applied general systems) theory, value chains and image theory to capture comprehensively the lock-in arising from salient past decisions and impact on the current business structure and strategy. This is the path dependence that defines the constraints and associated options available to small family businesses. The authors identify benefits associated with the use of dynamic analysis of vulnerability over static analysis. Generalizable implications regarding analysis of vulnerability in small family businesses are offered.

Abstract. This paper presents a comprehensive review and analysis of the available literature and information on droughts to build a continental, regional and country level perspective on geospatial and temporal variation of droughts in Africa. The study is based on the review and analysis of droughts occurred during 1900-2013, as well as evidence available from past centuries based on studies on the lake sediment analysis, tree-ring chronologies and written and oral histories and future predictions from the global climate change models. Patterns of water supply and use in Australia and the U.S.A. differ in many ways. This results in different perceptions concerning the nature of drought and policy approaches to its management. This paper discusses the differences and similarities and explores lessons that policy makers in both countries can learn from one another. A key difference between the two countries is that whereas drought is perceived in Australia essentially in terms of its impact on agriculture, in the U.S. both perceptions and policy are also heavily influenced by the impact of drought on urban communities. This has led to different policy emphases. In 1992 Australia established its National Drought Policy; the U.S. is presently considering the adoption of a national drought policy. These policies highlight drought being accepted as part of natural climate variability, rather than as a natural disaster. They also emphasize the protection of the natural resource base.
