Flood risk management in Dutch local spatial planning practices

Abstract: Spatial planning is increasingly regarded as an important instrument to reduce flood consequences. Nevertheless, there are very few studies that show why local planning authorities do or do not systematically use spatial planning in advance to mitigate flood risks. This paper explores flood reduction strategies in local planning practices in the Netherlands. It also explores why spatial planning was or was not used to reduce flood consequences. The arguments for the use or non-use of planning mainly referred t… Show more

“…An important additional question is whether or not previous experiences with extreme weather events influence mayors' attitudes, as indicated in the literature [41,42]. For this factor, we have several measures: the phenomena of floods, storms, slides, and all of them put together, as measured by incidences and costs, as well as covering different time periods, for instance, 1983-2007 representing long-term experiences and 2003-2007 representing recent experiences.…”

“…Although the initial response was rather technical (with a law aimed at dike enforcement), the development of a new policy line was started with the 'Room for the River' directive, and rapidly evolved into a general policy where spatial planning is considered key to water management (Wolsink 2006). However, at the local level, Neuvel and Van den Brink (2009) state that, although spatial planning measures are considered, they are rarely implemented as a risk-reducing measure.…”

Therefore, spatial planning is an important tool to manage flood risks, and is part of the portfolio in various countries, supplementing flood defense structures (Burby et al, 1999;APFM, 2007;Neuvel and Van den Brink, 2009;Glavovic 2010).…”
