Technology created to simplify human’s life. There amount of technology has been created. Current technology is the technology that used by humans from the past. Minapadi is technologies that has been created from the long time ago in agriculture and fisheries. Minapadi has existed in Indonesia since centuries ago. In past few years minapadi have become a trend in Indonesian article. This study literature conducted to study when minapadi become a trend and the urgency minapadi in Indonesia. Google scholar and Science Direct literature used in this literature study. This is to gather literature from Indonesian database, and for the comparison used literature from Science Direct. Minapadi used as keyword in Google Scholar, and in Science Direct used minapadi and "Rice Fish". In Indonesia there are an increase of minapadi article since 2016. It is dominated by economic study. Minapadi has the advantage of efficiency land for carbohydrate and protein production. Increase of number article minapadi shows an interest in minapadi. Meanwhile the growth of minapadi only increased by 48,083 hectares over 34 years. More research is needed to increase the use of minapadi, especially in the area adoption of technology, and environment for balancing the ecosystems.

Definisi nelayan kecil sebagai sebuah kebijakan publik memiliki arti penting, ketika dihadapkan pada keinginan pemerintah mengelola wilayah perikanan nusantara secara baik dan berkeadilan. Tujuan penelitian ini adalah mengkaji ukuran kapal yang tepat dalam definisi nelayan kecil. Analisis dilakukan dengan menggunakan metode yuridis normatif yang dijabarkan secara deskriptif. Hasil penelitian menunjukkan bahwa ukuran kapal yang paling tepat digunakan nelayan kecil adalah ≤ 5 Gross Tonnage/GT. Adanya perbedaan satuan volume kapal untuk definisi nelayan kecil dalam UU No. 45/2009 dan UU No. 7/2016, juga memberikan dampak terhadap: 1) rujukan UU yang harus diacu; 2) kewenangan perizinan kapal (dikaitkan UU No. 23/2014); 3) wilayah penangkapan ikan; 4) kemampuan memperoleh hasil tangkapan (teknologi); 5) tata administrasi pencatatan kapal. Rekomendasi yang harus diupayakan pemerintah ialah menyamakan ukuran kapal dalam salah satu rumusan teks definisi nelayan kecil dengan merivisi UU No. 45/2009 atau UU No. 7/2016.Title: A Legal Study on Vessel Size Policy Within The Definition of Small Scale FisherThe definition of small scale fisher plays a vital role in public policy, especially as the government attempts to establish a well and fairway managing its national fishery area. The purpose of this study is to determine the appropriate vessel size for small fisher definition. Data were analyzed using a normative juridical method and were described in a narrative description. The results suggest that the most appropriate vessel size for the small scale fishers is less than 5 Gross Tonnage/GT. The difference in unit usage between Constitution No. 45/2009 and Constitution No. 7/2016, has also made impacts towards several aspects, such as: 1) which constitution to refer to; 2) vessel authorization licensing (refer to Constitution No. 23/2014); 3) fishing area; 4) ability to catch fishes (technology); 5) administrative procedures for vessels’ recording. Therefore, based on these findings, this study recommends the government to equalize the size of the vessel in at least one of the text that defines small fisher, either Constitution No. 45/2009 or Constitution No. 7/2016.

This paper's purpose for this study is to provide an overview related to the partnership or the cooperation between the government and the private sector, specifically the manager of the industry and the community in the environmental management of the industrial area in Gresik and Sidoarjo Regency. This research used a qualitative approach to analyze the data, interviews, documentation, and questionnaires. This study revealed that the environment's management in a sustainable manner should be supported by stakeholders, the government, the community, and the private sectors. Also, this research attends to instill a sense of environmental concern in the entire party. Collaborative urban governance sustainabilitycan not be separated from the leader's success in embracing the related parties and using existing industry resources. The stakeholder determines the success of managing the industrial area in the Gresik and Sidoarjo Regency, government, public, and private parties through a Collaborative Urban Governance model.Tujuan penelitian ini adalah untuk memberikan gambaran kemitraan atau kerjasama antara pemerintah dengan pihak swasta, khususnya pengelola industri dan masyarakat dalam pengelolaan lingkungan kawasan industri di Kabupaten Gresik dan Sidoarjo. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis data, wawancara, dokumentasi, dan angket. Studi ini mengungkapkan bahwa pengelolaan lingkungan secara berkelanjutan harus didukung oleh pemangku kepentingan, pemerintah, masyarakat, dan pihak swasta. Selain itu, penelitian ini hadir untuk menanamkan rasa kepedulian lingkungan pada seluruh pihak. Keberlanjutan Collaborative Urban Governance tidak lepas dari keberhasilan pimpinan dalam merangkul pihak terkait dan menggunakan sumber daya industri yang ada. Keberhasilan pengelolaan kawasan industri di Kabupaten Gresik dan Sidoarjo ditentukan oleh keterlibatan pemangku kepentingan, pemerintah, publik, dan swasta melalui model Collaborative Urban Governance.
