Introduction: The application of sanctions is regulated in Law no. 35 of 2009 concerning Narcotics, which tends to impose criminal sanctions, does not have an impact, in fact there are more narcotics abusers. In accordance with the mandate of Law no. 35 of 2009 concerning narcotics, addicts and victims of narcotics abuse are entitled to rehabilitation, both medical rehabilitation and social rehabilitation. In general, addicts and victims of narcotics abuse have not been able to access rehabilitation services, especially addicts and victims of narcotics abuse who are in prisons or detention centers.Purposes of the Research: focus of the formulation in this research is How to Analyze the Meaning of Medical Rehabilitation Obligations for Narcotics Addicts?.Methods of the Research: The method used in this research is the normative juridical method and the law approach as well as the conceptual approach. They are in medical rehabilitation and/or social rehabilitation institutions.Results of the Research: Researchers suggest to the Government and the DPR to add explanations for narcotics addicts in Article 54 of Law Number 35 of 2009 concerning Narcotics, by including the amount of medical rehabilitation financing provided to narcotics addicts in Law Number 35 of 2009 concerning Narcotics. Prior to the promulgation of the amount of medical rehabilitation financing, regarding the provision of medical rehabilitation for narcotics addicts it will be easier to implement, and for the public to increase participation in the prevention of narcotics addicts and accessibility to the settlement of litigation and non-litigation cases.

The concept of criminal rehabilitation is based on the theory of dignified justice for addicts and victims of narcotics abuse. This study aimed to analyze the implementation of law enforcement and the concept of rehabilitation arrangements based on the theory of dignified justice for addicts and victims of narcotics abuse. This study used a type of normative juridical research with a statutory approach. The data sources in this study used primary and secondary legal materials—data collection techniques using literature study and analyzed using descriptive techniques. The study results showed that the implementation of law enforcement against addicts and victims of narcotics abuse was regulated in Law Number 35 of 2009, which adheres to the rehabilitation justice system and criminal justice. The concept of regulating the rehabilitation of addicts and victims of narcotics abuse was a form of reform of the national criminal law. This update showed the existence of legal policy so that addicts and victims of narcotics abuse were expected not to repeat the crime in the future. Narcotics addicts, based on the theory of dignified justice, were victims who needed physical and psychological treatment.

Introduction to the Problem:The length of the criminal sencenting can create an intention in prisoners to stop using drugs. Psychologically, the intention is seen from how strong a person's desire to display behavior and how much effort is planned or will be made to display behavior. Objective: This study intends to determine the relationship between the length of the sentence and the intention to stop using drugs in Class I prisons of Bandar Lampung. The variables in this study were the length of the sentence and the intention to stop using drugs. The research samples in this study were the drug convicts in Class I Correctional Facility of Bandar Lampung, Methodology: Data collection method uses quantitative and combines with the qualitative method. The data analysis method of descriptive quantitative uses Linkert Scale approach accumulated with the Pearson Product Moment correlation technique by using the Statistical Packages for Social Sciences 20 application program. Data analysis method of qualitative descriptive uses empirical normative approach. Findings: The result in this study is that there is no relationship between the length of the sentence and the intention to stop using drugs in the Class I Correctional Facility in Bandar Lampung. Based on the correlation test results, the r value was -0.088 with significance = 0.381 where (p> 0.05). The data shows the relationship between the length of the sentence and the intention to stop using drugs in the Class I Correctional Facility in Bandar Lampung is not proven. It means that there are other aspects that more influencing the intention of drug use. Additionally, the effectiveness of imprisonment for drug users in the Class I prison in Bandar Lampung has not run optimally, namely supporting facilities and facilities such as overcapacity for prisoners and prisoners.
