Implementation of the residential renovation program, which is currently underway in the city of Moscow, as well as in other cities of the Russian Federation, helps to create comfortable and safe living conditions for citizens. In addition, one of the most important tasks of this program is the integrated development of urban areas: development of public spaces, landscaping of districts, organization of parks and recreation areas. These aspects help to create more favorable living conditions and also have a positive impact on the environmental component of the area. As renovation of residential buildings is a combination of renovation or modernization of existing buildings, more attention is being paid to the energy efficiency of buildings, as well as their impact on the environment. For example, modernizing the engineering systems, improving the thermal conductivity of the building envelope and other aspects can reduce greenhouse gas emissions; reduce energy consumption and so on. Thus, the implementation of the housing renovation program, due to its massive scale, has a favorable impact on the environmental condition of the city and its districts.

The article used methodological approaches to determine the socio-economic portrait of an insolvent debtor in a bankruptcy case. The Russian law on bankruptcy was comprehensively analyzed, as well as the practice of its application. The analysis was carried out at the level of empirical research. The article presents the socio-economic characteristics of Russian debtors -legal entities and citizens. For the purposes of the study, a differentiated analysis of economic indicators was carried out in relation to legal entities and individuals. Indicators that were directly related to debtors were examined, in relation to which a bankruptcy case was opened; indicators characterizing persons who are applicants in a bankruptcy case; number of bankruptcy procedures applied; average length of bankruptcy proceedings; indicators characterizing the requirements of creditors. The main indicators of the "Resolution of insolvency" indicator, which is calculated by the World Bank when determining the Doing Business rating of countries, are considered. The article concluded that the analysis of the property status of insolvent debtors is of practical value for the purposes of subsequent legal research, as well as the justification of proposals for improving legislation. The legislative policy of the state should be based on the results of economic research.

The article provides the analysis on the legal activity regulation of trustees in bankruptcy appointed based on materials of the Russian legislation and practice of its application. The authors have tried to bring general theoretical questions as close as possible to existing problems arising in the course of applying bankruptcy legislation. Aim: justify the need to improve the application effectiveness of bankruptcy legislation by improving the rules relating to trustees in bankruptcy as the main participant in bankruptcy procedures. Methodology: dialectic method of cognition, techniques of formal logic, general scientific and private scientific methods were used. Results: the paper considered problematic issues of interpretation and application of the norms of the current Russian legislation arising in work of the financial manager appointed in the bankruptcy case of a citizen. There is a statistical analysis of the main results of applying the current Russian bankruptcy law. There is a legal uncertainty in the Russian bankruptcy law regarding the content of its rights and obligations. A critical assessment of law enforcement practice is given, according to which a situation arises when financial managers do not fulfill a number of their duties or execute at their discretion. Conclusions: attention was drawn to the need to prepare the act of official interpretation of the law on the most pressing issues of the arbitration manager.
