The rapidly changing economy requires a higher education centre to introduce new methods to facilitate graduates to compete in the job market. Job proficiency in the 21st century is crucial in enhancing graduates' marketability. Thus, transdisciplinary is a potential field of completing the boundaries between academic and practical disciplines. Transdisciplinary learning can create new knowledge to answer and solve complex problems while simultaneously combining multiple disciplines. By applying the TRBL (Transdisciplinary Oriented Research-Based Learning) model in the teaching and research aspects of the students, it provides added value in shaping and enhancing student's soft skills as well as producing a young generation of skilled catalysts and drivers of the state.

This article considers approaches to the strategies and tactics of the methodological support for modern teachers’ activity in the frameworks of the National Project on Education as seen and presented via innovation humanitarian practices in the current professional community of the Regional Destination (Novosibirsk, Russia). Of particular theoretical and practical significance is the identification of the degree of objectivity and safety of the rationale of Tutoring within a network of consulting centers to provide methodological support for assessing the quality of professional skills and knowledge of educators of the Lifelong Learning stage. The empirical array is the regional centers’ activity in the aspect of functional literacy of the participants as the main message of theory, practice and provisions of the comprehensive axiological model of the regional information and education spaces. The conclusion is made on inconsistency of personalized teaching and learning as well as on management of continuing education.

Актуальность. Формирование новых концепций в рамках существующих научных направлений -одна из основных задач науки. Познание нового путем поиска иных подходов к проблеме -один из главных приоритетов исследователя. Однако познание должно базироваться на исторической идентичности и логике развития. Социальное управление качеством представляет собой направление науки о качестве. Изучением условий и возможностей повышений качества жизни, разработкой методов и подходов реализации данной задачи занимались ученые, государственные деятели, специалисты различных сфер общественной жизни на протяжении существования человеческого общества. В настоящее время в условиях цифрового переворота и мировых потрясений данная проблема стоит особенно остро.Цель -изучение истории формирования смежных научно-практических направлений и социальных практик, которые предопределили формирование социального управления качеством, которое только входит в научно-практический обиход и позволяет управлять качеством социальных объектов и процессов в государственно-общественном преломлении.Задачи: проанализировать исторические аспекты формирования современного понимания социального управления; охарактеризовать основные направления современного понимания социального управления; изучить процесс формирования социального управления качеством.Методология. Для реализации цели автор обращается к комплексу конкретно-научных методов, а также междисциплинарному направлению постнеклассической науки -социальному конструированию В. С. Степина.Результаты. Анализ исторических предпосылок формирования современных представлений о социальном управлении, а также представленные аспекты гуманно-культурологического подхода к указанной проблеме свидетельствуют о неразрывности ее эволюции с особенностями общественных и государственных отношений.Выводы. Социальное управление качеством является новым направлением в рамках науки о качестве (квалитологии), при этом его цели и задачи во все времена схожи -достижение, обеспечение и поддержание надлежащего уровня и качества жизни общества. В эпоху цифровизации общество находит «спасение в качестве» (по И. А. Ильину) посредством преломления социального управления качеством через гуманистическую парадигму. _____________________________________________________________________________________________ Ключевые слова: социальное управление качеством; социальное качество жизни; гуманистическая парадигма; цифровизация.
