Abstract: This policy brief discusses the threat of maritime terrorism in the Tri-border area and the weaknesses of the Trilateral Cooperative Arrangement, a trilateral treaty between Malaysia, Indonesia and the Philippines that was set up to mitigate terrorism in the region.
