The paper reveals the issues of organizing postgraduate support of graduates of a pedagogical university through the interaction of the Extended Education Institution and specialized departments of OSPI. The construction of a system of postgraduate support is based on the results of diagnostics of professional deficiencies of young educators. The proposed content and forms of organization of training ensure the choice of an individual educational route for a young educator and the elimination of existing deficiencies.

Purpose of the study: The research is aimed at determination of the competitiveness level of teachers with different experience in pedagogy and different level of education, and at establishing of a connection between content components of competitiveness and full teacher’s self-realization in his/her professional activity. Methodology: The main methods include experimental research which allows comprehensive analysis of the issue of pre-school teachers competitiveness improvement; theoretical and methodological analysis of the subject and the problem of the research that is based on the studying of scientific literature and its logical compilation; empirical methods (analyses of documents, testing), plus mathematical-statistical and interpretative methods. Results: The article presents the empirical research of the competitiveness of pre-school teachers and the system for improvement of their competitiveness. The adequacy of psycho-diagnostic methodologies for research of competitiveness levels of pre-school teachers is proved, the interconnection between the competitiveness level of teachers and various experiences of pedagogical activity and the level of education is established. Applications of this study: The results of the study will be useful for developing educational strategies in the preschool education system, they can help pre-school education leaders creating social-psychological-pedagogical conditions for the effective interaction of all subjects of the educational process as well as for the full realization of the individual in the modern educational process and improving individual efficiency. Novelty/Originality of this study: The results of the empirical study show that the applied set of psychodiagnostic methods turned out to be reliable and valid tools that ensured the goals achievement: the level of competitiveness of teachers with different lengths of pedagogical activity and level of education was determined, the relationship between the content components of competitiveness and full self-realization of a teacher in professional activities was determined based on prioritizing social and psycho-pedagogical characteristics of the person.

Introduction. The article offers an insight into an epistemological perspective of establishing the national qualifications system in Russia that is critical for creating a “market of qualifications in the country that would be adequate to the current context.The aim of the research was to examine the context and factors underpinning the formation and evolution of the structure of knowledge relating to the national qualification system in Russia.Methodology and research methods. The methods applied comprise a mixed-method approach that included: review and analysis of official documents, semi-structured background and individual interviews with key stakeholders (line ministries, experts from industry and qualifications awarding bodies etc.) and desk research.Results and scientific novelty. The performed analysis of documents and of research data has revealed that the process of generating and enhancing knowledge about the national qualifications system semantically and methodologically is in broad terms contingent on the needs and objectives of social and economic development, and in narrower terms – on the development of occupational standards that underpin the standards of vocational and higher education, as well as on the enhanced institutionalisation of employers’ involvement in the training of personnel and in the search of effective mechanisms and instruments of independent assessment of qualifications.It also offers an insight into current key paradigmatic gaps in the NQF-related epistemology in Russia that account for the specificity of the observed state of play and for the key conceptual epistemological contradiction that has been identified by the authors as the opposition of and conflict between occupational and education qualifications. The authors propose ways out of the situation based on international practices in this area starting from aligning the terminology and conceptual approaches with international ones. The performed epistemological research and the conclusions made by the authors contribute to the national qualifications system discourse. It is stressed that core principles underpinning the development of the national qualifications system should be adapted to the social and economic and local factors.Practical significance. The material of the article can be used by policy-makers dealing with the NQS development and implementation of the NQS.
