For the last two years, Indonesia and all countries in the world have been engaged with the COVID-19 pandemic. The government issued various forms of policies to prevent the spread of COVID-19, including PSBB and PPKM. The West Java Police Public Relations, as part of the government, also communicated the program through their social media. One of the social media accounts used is the Instagram account @humaspoldajabar. However, the uploaded content has yet to achieve optimal results. The purpose of this study is to describe the management of Instagram social media @humaspoldajabar during the COVID-19 pandemic. This research uses qualitative research methods with the type of case study research and collecting data using observation and literature study. The result of this research is that the contents uploaded by the Public Relations Division of the Java Regional Police are content related to appeals, information, and policies for controlling the COVID-19 outbreak. Public Relations of the West Java Regional Police uploaded content that described humanist police activities accompanied by the positive imagery of officials within the West Java Regional Police. The West Java Police Public Relations should use brand influencers to optimize content and display content that suits the needs and characteristics of the public. Content in the form of positive imagery can actually threaten the image of the police themselves.

During the Covid-19 pandemic, face-to-face meetings are restricted; therefore, communication technology such as video conferencing apps is essential for workers, including legislators. Using the Unified Theory of Acceptance and Use of Technology (UTAUT), this study examines technology acceptance factors on the intention to use video conferencing apps by legislators of the West Java Provincial House of Representatives during the COVID-19 pandemic. The respondents of this study were 92 legislators who were chosen randomly. The results showed that the technology acceptance factors were associated with the intention, even simultaneously predicting the intention to use video conferencing apps. There are theoretical and practical implications discussed in the findings of this study. The present study strengthens that the technology acceptance factor in the UTAUT model can explain the mechanism for the emergence of individual intentions. It is necessary to have good social influence and environmental conditions to facilitate individuals in raising behavioural intention to use communication technology.

Humas Ditjen Diktiristek menggunakan Instagram sebagai media yang diperioritaskan dibandingkan dengan media sosial lainnya, namun pemahaman sasaran utama dari media ini justru rendah. Tujuan penelitian ini dilakukan adalah menggambarkan bagaimana pengelolaan media sosial @ditjen.dikti oleh Hubungan Masyarakat Direktorat Jenderal Pendidikan Tinggi Riset dan Teknologi dalam Sosialisasi Kebijakan Kampus Merdeka yang meliputi proses share, optimize, manage, dan engage (The Circular Model of SoMe). Penelitian ini menggunakan metode penelitian deskriptif. Hasil penelitian ini menemukan Humas Ditjen Diktiristek dalam proses share menyadari Instagram dapat membangun komunikasi dua arah. Namun, Humas Ditjen Diktiristek belum optimal dalam penggunaan riset untuk aktivasi Instagram dan membangun kepercayaan publik. Pada proses optimize pemantauan perbincangan belum optimal karena menggunakan pihak ketiga yang juga Humas Ditjen Diktiristek belum mengetahui tools yang digunakan oleh pihak ketiga, pengecekan manual, dan penggunaan hastag yang belum sesuai dengan yang digunakan audiensnya. Peneliti menyarankan pada tahap share dilakukan riset secara komperhensif, mengunakan social media tools yaitu sprout sosial dengan fitur smart inbox agar dapat mengetahui apa yang sedang di perbincangkan oleh publik, dan serta mengecek mention menggunakan social media tools, yaitu Melthwater, Sysomos, Radian6, Linkfluence, Spiral116, Klout, dan Collective Intellect.
