Abstract: The Finnish Open Access monitoring efforts are integrated with the national data collection conducted by CSC -IT Center for Science for the Ministry of Education and Culture. The publication data collected from the CRIS of each participating organization can be browsed at Juuli (www.juuli.fi), a discovery interface developed by the National Library of Finland. An embargo is allowed for the alternative of self-archiving but not for the alternative of full OA journal which omits the alternative of OA through delayed OA journals (Ilva, 2017b).
