The application of a synthetic measure in the assessment of the financial condition of LGUs in Poland using the TOPSIS method approach

Abstract: An assessment of the financial condition of local government units (LGUs) is usually carried out in a manner referring to traditional tools and methods based on financial analysis. However, it turns out that this approach is unreliable. There are known examples of LGUs, which, despite current reporting concerning their financial situation to the authorities controlling their financial economy, not only did not avoid financial problems (see Rewal, Dziwnów, Byczyna communes), but as a result of the improper mana… Show more

“…It is based on the concept that the best-chosen alternative has the shortest distance from the ideal positive solution and the longest distance from the negative ideal solution (Huang et al, 2021). The Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is a classical multi-attribute decision-making method widely used in various fields for decision-making or evaluation (Jureviciene et al, 2020;Liao et al, 2020;Skica et al, 2020;). The principle of this method is to rank the alternatives by calculating the distance of each alternative from the ideal solution and the negative ideal solution for problems in decision-making, thus determining the optimum alternative (Chen, 2021).…”

“…Accounting research has been conducted to evaluate the financial health of companies/ private and banking. For local governments, the results can be used to help detect signs of financial difficulty so that it can be prevented to improve community services (Skica et al, 2020;Padovani et al, 2018). For the legislature and public, the results of the assessment are used to evaluate and supervise the financial management of local government, which has yet to be done (van Helden & Reichard, 2019) The indicators often used to measure the financial performance of local governments are the acquisition of Own-source Revenue (in Indonesia, it's called Pendapatan Asli Daerah or abbreviated as PAD), expenditure, and financial independence ratio.…”

“…The analyses using MCDM/MCDA and MCA methods are complex because they involve a multidimensional space of various indicators, targets and constraints. Different methods may produce different results, and the choice of a particular method should be tailored to the specific problem [74,75]. When applying a method, one should, among other things, know its limitations.…”
