The Practice in Reform of Refining Government Supervision on Construction Quality

Abstract

Enhancing the guarantee of government supervision effectiveness on construction quality and intensifying the reform of supervision need continuous endeavors. Minister of Housing and Urban-Rural Development has established the Engineering quality supervision guidance ,based on basis principles on government supervision on construction quality of Supervision Rules on Construction Quality, which sets aims to refined and modern management .It proposes some new requirements about the government supervision on construction quality ,such as clearing demands of qualities, emphases and participants; planning projects in more scientific ways; refining supervision on quality behaviors; strengthening quality supervision on project entity; controlling strictly in project final acceptance; normalizing reports and files; and informationizing the methods to supervise. It is a consecutive task to improve efficiency in government supervision on construction quality, and guarantee successive improvements in construction quality.

The Governmental Supervision Responsibility and Standardization Construction of Construction Quality

“…But, no behavior is not equivalent no responsibility. Therefore, distinguishing what behaviors should be had for government supervision of construction quality, they should undertake the responsibility misconduct, if something has to be done but they do not do it, the legal operation department of government also undertakes responsibility [2] . As for the behavior occurrence not under the charge of quality supervision department, they also should undertake responsibility.…”

“…The unbalance of supervisory task is brought by the supervised regional monopoly, it is easy to be ignored, and now one of the fuzzy problems is how to restrict the institution and personnel of government quality supervision. From the definition from nature, the government supervision of construction quality should be a government function, belong to the government management of construction quality and professional law enforcement category, the institution of government supervision in construction quality should be an important part of government institutions and should have mandatory, authority, impartiality and scientific [4] . We can see that the government supervision of construction quality is the professional law enforcement, so at the first, the supervision institution must act in accordance to the law and administration according to law.…”

“…The inherent requirement of the change in the supervision pattern In 2000, our country has implemented deepening reform of government supervision work in construction quality, and put forward the requirement of changing the supervision pattern, law enforcement mode transformed from authorized law enforcement to entrusted law enforcement, the supervision pattern of entity quality transformed from guard a pass to random inspection, the on-site inspection way transformed from the priority way of the "look, ask" to the scientific monitoring mode, the main body behavior supervision transformed from the nanny way to law enforcement supervision, the verification methods of completion inspection transformed to completion record report, these transformations put forward higher request for supervision work, how to improve the efficiency of supervision work and safeguard the quality of supervision work in the new ways has become the key issues of government and supervision institution need to solve, ensuring the depth and width of supervision work need to put forward specific demands, the standardization of these demands is the standardization of government supervision in construction quality [12] .…”

The Standardization of Government Supervision Procedure in Construction Engineering Quality (Security)

“…Accepting quality supervision procedures of the construction unit is the beginning of establishing project quality supervision tasks. The construction unit should provide reviews of construction drawing design document, construction permits (work-start reports) formalities, the choice of the related construction bodies and contracts among them, according to requirements of dealing with engineering quality supervision registration before the construction [4] . The construction quality supervisory agency should accept the construction unit's procedure to deal with project quality supervision in the light of regulations and concrete standards [5] .…”
