The paper considers the theoretical and practical aspects of the behaviour of economic agents in the market for educational services. The aim of the study is to improve the behavioural aspects of the interaction of market agents. The main objectives of the study are: (1) to determine the features of behaviour of economic agents; (2) to determine the behaviour model of every economic agent in the market for educational services in Ukraine; (3) to identify problems of development of the market for educational services; (4) to improve the mechanism of interaction of economic agents in the market for educational services. Thus, in the light of the statistical analysis, the behaviour models of economic agents have been defined. Each of them has been described in terms of the efficiency of their influence on development of the market for educational services. The identified problems made it possible to improve the mechanism of their relationship, which, in contrast to the existing ones, takes into account the transformational processes in the labour market, and is based on the interaction of resource, information, and organizational components. The operation of the mechanism is aimed at satisfying the interests of economic agents and improving the quality of educational services.
In conditions of instability of economic, environmental, social and other processes that affect human development, the need to prevent their negative impact actualizes the issue of measuring the security of human development. The aim of the study is to highlight the importance of security phenomenon in the context of human development and improve a Human Development Index. In this paper the method of analysis and generalization was used to identify the existing approaches to the human development measuring; also expert evaluations and correlation analysis were used to improve the composite index.Thus, a method has been proposed for measuring the level of human development security. The peculiarity of this method is phased, three-tier integral measurement of the human development security in terms of the following dimensions: long and healthy life, education, decent standard of living, adjusted to the correction coefficients of prevailing threats for each of the dimensions. The formation of correction coefficients was carried out by identifying the prevailing threats. To illustrate these ideas, data on regions of Ukraine were used and the research period was 2012–2017. The implementation of the proposed method of measurement allows determining the objective level of human development security in the regions of Ukraine and identifying the percentage of lost opportunities. Thus, the study empirically confirms and theoretically proves that human development is a process of enlarging the human opportunities and freedoms, but the dominant threats hinder the expansion of such opportunities and freedoms, that leads to loss of human opportunities.
The article investigates the theoretical aspects, features and the main directions of development of human security concept. On the basis of systematization of scientific sources; and summarizing the experience of scientists, whose works are devoted to the problems of analysis and assessment the level of human security, the author improved the system of indicators that underlies the classification regions of Ukraine. According to the results of cluster analysis, the regions are grouped into six clusters. The article analyzes the dynamics of quantitative distribution regions of Ukraine according to the selected clusters. In the research process, we defined the cores with a constant composition of regions and presented the characteristics of each cluster. It is interesting to note that the appearance of the last (sixth) cluster has been observed since 2014, according to a number of objective reasons. The results of the study indicate a rather pronounced unevenness in the state of human security in the regions of Ukraine.
Urgency of the research. In the conditions of instability and uncertainty of the processes that affect people's security and human development, the importance of preventing and avoiding negative environmental impacts highlighted the issue of assessing the human development security. Target setting. The formation of human development security is carried out under the influence of various factors, which are difficult to prevent in a timely manner, but with the help of a comprehensive assessment of this process it becomes possible to develop of a mechanism for anticipating and preventing the losses of human development. Actual scientific researches and issues analysis. The issue of developing methodological support for measuring human development and human security was considered by foreign scientists: Mahbub ul Haq and A. Sen, M. Peleah and A. Ivanov, David A. Hastings and others; and Ukrainian scientists: O. Vlasyuk, T. Ivashchenko, E. Libanova, O. Makarova and O. Gladun and others. Uninvestigated parts of general matters defining. Based on the work of foreign and domestic scientists, the issue of a comprehensive assessment of the human security development process has not been investigated. The research objective. To develop a sequence for the development of a scientific and methodological approach to analytical support for the assessment of human development security. The statement of basic materials. In the article a critical analysis of existing methodological approaches to the assessment of human development and human security was systematized and conducted. The methodical approach to the analytical support for assessing the security of human development, which will provide the most complete measurement of the process, is substantiated. Conclusions. Taking into account the advantages and disadvantages of methodological approaches to the assessing of human development and human security has allowed to form a sequence of development of a scientific and methodological approach to analytical support for assessing the security of human development.
Modern trends in the development of enterprise are associated with an increase in the role and significance of the staff management system, which led to an increase in the role of HR services. To achieve high performance of the division, it becomes necessary to assess its activities. Therefore, the article is aimed at generalizing theoretical provisions, forming and developing methodological provision for assessing the efficiency of the HR service. The publication examines the scientific-theoretical approaches to assessing the work of HR service, which allows to substantiate the need to use HR metrics and propose a system of HR metrics according to the directions of HR processes: selection and location, adaptation, assessment and certification, professional training of staff, formation of personnel reserve, and motivation. The proposed HR metric system takes into account the specifics of the enterprise’s activities, as well as the balance that remains between short- and long-term goals, financial and non-financial indicators, main and auxiliary parameters, etc. Another feature of the proposed methodological provision is the determination of standardized (threshold) values, which was carried out on the basis of the benchmarking method. The analysis of the obtained evaluation results is proposed to be carried out using the HR service performance matrix. The developed matrix is a tool for analyzing the efficiency of the HR service, identifying the main problems according to various directions of HR processes and planning the budget of the HR service. The proposed tool is theoretically substantiated and is based on two indicators: the proportion of the budget for working with staff in the total amount of staff costs and the integral indicator of the efficiency of performance of the HR service.
