Purpose of this study was to answer two problems: (i) how is the guardian of the constitution embodied through the function of the Constitutional Court; and (ii) how the Constitutional Court as the guardian of the constitution reduces constitutions that are indicated by the policy corruption. Policy corruption is an invisible and covert element that able to threaten the synergy of the legal system and the public interest. The form of policy corruption is realized in the form of a law. Efforts that can be made to reduce the policy corruption are to implement the tight control over the media, which in this case is relevant to the function of the Constitutional Court. This studywas classified as doctrinal research with primary and secondary legal materials. Comparative approach and case approach were used to answer the legal issues. The results showed that: First, the guardian of the constitution through the function of the Constitutional Court through the optimization of the Constitutional Court Judges as the agent of constitution, strengthening the execution of the Constitutional Court decisions and collaborative steps with other state institutions in enforcing the constitutional guardianship. Second, the Constitutional Court as the guardian of the constitution in reducing laws indicated by the policy corruption is manifested in the form of a Constitutional Court decision that can be retroactive to recover the impact of legal losses that are indicated by the policy corruption, the decision of Constitutional Courtis justified by ultra vires to anticipate the chain of constitutions that indications of policy corruption, the decision of Constitutional Courtis strengthened in terms of its execution and the Court can examine or test the Constitution Drafting (bill/ RUU) (a priori review) as a preventive measure to prevent the enactment of laws that indicate policy corruption.

Masalah yang terjadi di Indonesia adalah kurangnya kemampuan dari siswa SMK dalam mendapatkan pekerjaan karena kurangnya kompetensi sehingga pemerintah memberikan dukungan pendanaan bagi sekolah untuk menngkatkan keahlian lulusan. Pada tahun 2022 pemerintah kembali bekerjasama dengan perguruan tinggi dan mitra industri untuk mempercepat program SMK Pusat Keunggulan. Metode yang dipergunakan oleh tim perguruan tinggi adalah pendampingan, dan FGD. Untuk mitra industri dilakukan pemadanan dalam pengadaan sarana, guru tamu, guru magang di mitra industri dan sekolah membuat karya best practice yang dapat dipergunakan sebagai praktek baik pengalaman untuk dapat menjadi contoh pada SMK di daerahnya yang belum mendapatkan pendanaan dari pemerintah. Hasil program ini adalah kerjasama yang berkelanjutan antara sekolah dan mitra industri dan peningkatan kemampuan sekolah untuk melhat peluang yang ada sehingga dapat dimanfaatkan sebagai proses belajar, bagian dari bisnis atau kewirausahaan di SMK.

AbstrakMenurut data statistik kependudukan dunia megatakan bahwa Negara Indonesia memliki jumlah penduduk terbanyak ke-empat, sebanyak 237,6 juta jiwa. Indonesia juga merupakan negara kepulauan yang terbesar di dunia (the biggest archipelago state in the world). Keadaan tanahnya yang subur, dan terletak diantara dua benua serta dua samudera besar, membuat posisi geografis Indonesia sangat strategis. Hal ini menyebabkan banyak negara lain di dunia sejak dulu ingin menguasai bumi nusantara ini. Pembukaan UUD NRI 1945 merupakan sumber dorongan terbesar tekad bangsa Indonesia untuk mencapai suatu tujuan bangsa. Salah satu upayanya adalah dengan memperkuat pertahanan dan keamanan Negara Kesatuan Republik Indonesia. Konsep Optimalisasi SISHANKAMRATA dengan 5 Pilar Total Defence System sebagai pembaharuan dan penguatan dari pertahanan nasional dengan menggabungkan konsep SISHANKAMRATA Indonesia dengan konsep Total Defence System Singapura yang selaras dengan cita-cita Dasar Negara. However, in its current implementation, SISHANKAMRATA has not been running optimally in protecting and defending the sovereignty of the Indonesian state. This is due to several factors such as the low quality of human resources, the weak resilience of the Indonesian economy, the lack of harmony between the TNI and the Police, low political stability, and a fading sense of nationalism in the younger generation. For this reason, a Defense Force Development Policy is needed which includes building national capabilities. The concept of optimizing SISHANKAMRATA with 5 Pillars of Total Defense System as a renewal and strengthening of national defense by combining the Indonesian SISHANKAMRATA concept with the Singapore Total Defense System concept which is in line with the Basic ideals of the State. The type of research that the writer will use in this research is juridical-normative research using the statue-approach method, the conceptual approach, and the comparative approach, the SISHANKAMRATA Optimization Concept with the five Pillars of Total Defense. Community service is very important to do as one of the implementation of the “tridharma” of higher education as the main task of lecturers. The implementation of community service in Telukan Village, Grogol District, Sukoharjo Regency has been carried out on Sunday, March 27, 2022. The purpose of this community service is very noble, namely explaining the importance of public awareness, especially Telukan Village to be able to understand, understand and be able to carry out population administration in accordance with Law No. 24 of 2013 concerning population administration, both rights and obligations as law-abiding Indonesian citizens. The community service method was carried out by gathering community members at the Telukan village hall, the first event was opened by the Telukan village head and continued with material exposure by the community service team at the Faculty of Law, Islamic Batik University of Surakarta. The results that have been achieved in the implementation of community service in Telukan Village include: not all residents understand the importance of population administration, because most of the housewives who usually take care of population administration are fathers and fathers. What is very good is the participation of the community to attend, listen and hope that it will be conveyed to the head of the household for follow-up.
