It is shown that modern socio-economic transformations of planetary scale are significantly changing the place and role of the state in the local, national and global dimensions, which increases the importance of discussing the problems of transformation of its functions in the context of globalization. It is argued that globalization processes create a contradiction between the interests of transnational and international structures and the political and economic interests of nation states. This is due to the fact that, on the one hand, part of the socioeconomic processes within countries come from the influence of the nation state and, on the other, private international structures are beginning to largely determine the course of events in a particular state. It is shown that the empirical generalization of economic functions of the state has a superficial character, a logical-historical methodology substantiated, the application of which allows to conclude that the market as a mechanism for reconciling the private interests of economic entities and the state as the embodiment of general economic interests are complementary structures. A logical-historical methodology is developed, which, in contrast to the empirical approach, contains other formulations and classification grouping of economic functions of the state, defining the main ones as follows: expression and representation of general economic interests, ensuring economic needs of society as a whole and protection of public economic interests. All other functions are derivative. Within the logical-historical methodology, it is substantiated that the main directions of transformation of the main economic functions of the state are: weakening of the monopoly component of its function in representation of public economic interests and growth of value in this process of state-public institutions; increasing the level of socialization and humanization of economic needs and ways to meet them; internationalization of mechanisms for protection of economic interests of states. It is noted that these areas of transformation of the main economic functions of the state should be given due attention by scientists, experts and developers of socioeconomic policy.
The extensive use of electronic and mobile money causes additional risks, which complicates the work of electronic money issuers (EMIs) and the functioning of payment systems. The paper aims to investigate operational risk management in the process of using electronic and mobile money. A classification of operational risk types was carried out and the forms of their manifestation in payment systems using electronic and mobile money were characterized. The list of key risk indicators has been compiled to assess the operational risk factors of payment systems using mobile and electronic money; a classification of costs (losses) as a result of the implementation of operational risk events is proposed, dividing them into direct and indirect. Based on the statistics of the International Monetary Fund and the National Bank of Ukraine, the use of electronic and mobile money in certain countries of the world is analyzed. The results on the intensity of electronic money use are presented, and the value of the electronic money multiplier in Ukraine is calculated. To improve operational sustainability of EMIs, a general scheme for organizing the operational risk management process in payment systems using electronic and mobile money is presented. Particular attention is paid to the regulatory and supervisory measures aimed at supporting the operational sustainability of EMIs and payment systems under their control. The issues discussed in this paper are relevant for the debate directed at the implementation of balanced approaches to operational risk management in the process of using electronic and mobile money in developing and emerging economies.
The article shows the place of digitalization in the natural transition from the industrial-market to the information-network economy. The authors clarify the structure of relations that determine the mechanism of interaction of technical and technological processes of digitalization and socio-economic relations, and note the complexity of the reflexive interaction of the technical, technological and socio-economic components of societal development. The objective foundations and modern features of the processes of dissemination of information, communication and digital technologies, manifested at the societal level, are revealed. The dualistic nature of digitalization development is revealed: the introduction of the latest technologies not only opens up additional opportunities for business, governments and people, but also generates significant problems, challenges and risks, forming the so-called "digital gap". It is emphasized that in the social dimension, the most characteristic of such gaps is the difference in opportunities for access to digital technologies, which potentially leads to unfair distribution of benefits and increased inequality in society. The main social risks caused by the processes of digitalization at the micro and macro levels are identified. The dynamics of digitalization processes and their impact on social development in a global and national context are comprehensively characterized. Shown various national management strategies, formulated as responses to the challenges of digital development and with a focus on minimizing the social risks associated with them. The modern approaches of the European Union to regulating the impact of digitalization on social development and employment are revealed, including those related to the adoption in 2010 of the Digital Agenda for Europe, the construction of the European Digital Single Market and the implementation of the European Gigabit Society Strategy until 2025. Proposed a few corrections in the mechanisms of Ukraine’s national policy regarding the anticipation and regulation of the social consequences of digitalization, in particular, in the context of the Strategy for the digital transformation of the social sphere of Ukraine presented in September 2020.
