Project managers often run similar projects in a different way under the influence of particular factors. It is important to discover these factors, which may affect projects` success. The objectives of this study are to examine cultural differences in project running styles of three Asian countries with different level of economic development-Israel, Japan and Kazakhstan, and identify how their styles affect project success. The authors use PMPQ (Project Management Planning Quality) model for comparing the performance of project planning processes, organisational support level and the level of project success. The study investigates 681 private projects from different fields like engineering, software, communication and service. The results determine typically strong and weak areas of the chosen countries in performing planning quality, different level of project success due to national cultural differences. Japanese managers pay significant attention to time and cost scheduling and have better results than Israeli and Kazakh managers. Kazakh managers show the worst result in cost overrun (25.96%) and low result in schedule overrun (32.9%). The study reveals common and specific knowledge areas for each countries` projects and helps measure their effect on project success.
The development of trade and communication technologies impact on economic processes and accelerate the interaction processes. The article considers modern transport and logistics projects on the Eurasian continent, both rail and sea, reveals the development trends of air transport. The main attention is paid to the impact of such projects on the economic growth of the countries of the region and international processes. The article reflects the key stages of the implementation of the Chinese project “One Belt One Road” in Kazakhstan, the Russian Federation and the Republic of Belarus. The final conclusion of the article is an idea that the intensive development of transport communications is important for raising national economies, transport arteries should be constructed not only within the country, but also on the Eurasian continent. The article has a practical importance for government departments, organizations and experts related to the study of geo-economic processes and up making decisions in the field of public administration.
Project management is not only a tool for achieving business goals, but also a mechanism for strategic development of the company. This is due to the fact, that the achievement of strategic goals in any area is directly related to the effective implementation of individual projects. In the framework of the study, the development of project management practices in the hotel business is evaluated using the project management maturity model. It is revealed that the use of project management practices in Kazakhstan hotels lags behind hotels of international chains.
В статье изучены эволюция и основные модели управления университетами в ведущих странах Организации экономического сотрудничества и развития. Авторами проведен анализ научной литературы касательно трансформации модели управления вузами от гумбольдтовского к исследовательскому университету. Выявлено, что приход к власти в развитых странах Запада политиков, придерживающихся неолиберальной идеологии, привели к изменению отношения государства к науке в целом и к университетам в частности. Вузы становятся вовлеченными в экономические отношения и субъектами реальной экономики, приоритетом их деятельности становится коммерциализация производимых услуг и продукции. Было определено, что изменение роли университетов привело и к эволюции системы управления вузами: были внедрены методы корпоративного управления, что потребовало применения и соответствующих механизмов контроля. Так, на первый план выходят оценка эффективности и качества выполняемых исследований в университетах. Проанализировано, что в настоящее время в ведущих странах мира именно исследовательские университеты являются основой наукоемкой экономики и хабами инновационных разработок для последующего внедрения в производство. На основе изучения опыта зарубежных стран по управлению вузами и их трансформации в исследовательские университеты были предложены выводы, которые будут актуальными для Казахстана. The article studies the evolution and basic models of university management in the leading countries of the Organization for Economic Cooperation and Development. The authors analyzed the scientific literature regarding the transformation of the university management model from Humboldt University to a research university. It was revealed that the rise to power in developed Western countries of politicians who adhere to neoliberal ideology led to a change in the attitude of the state to science in general and to universities in particular. Universities are becoming involved in economic relations and subjects of the real economy, the priority of their activities is the commercialization of services and products. It was determined that a change in the role of universities led to the evolution of the university management system: corporate governance methods were introduced, which required the use of appropriate control mechanisms. Thus, an assessment of the effectiveness and quality of research carried out at universities comes to the fore. It has been analyzed that at present, in the leading countries of the world, research universities are the basis of the knowledge-based economy and hubs of innovative developments for subsequent implementation in production. Based on the study of the experience of foreign countries in managing universities and their transformation into research universities, conclusions were proposed that will be relevant for Kazakhstan.
Since the digital system is a key condition for a new stage of economic relations, it is clear that an effective model of its management in a changing environment is needed. And this model is based on the principles of project management, including flexible methods. In the digital economy, the flow of information is very large, there is a high need for the use of digital technologies in project management, based on the processing of large amounts of information. Long-term, reliable, and secure storage of large amounts of information is becoming increasingly important.The role of digital transformation in the development of the hotel business is also very high. Especially in today's pandemic, contactless service is not possible without the development of digital technologies.This study examines the possibilities of using digital systems in the hotel business and the features of digital project management. While the success of the hospitality industry is directly assessed by the high quality of customer service, the study found that quality service is associated with the development of project services for the introduction of modern digital technologies in business. Although the vast majority of services in various sectors of the digital economy are reflected in the work of researchers, the specifics of digital projects in the hotel business have not been studied. This article provides the first steps to analyze the development of digital projects in the hospitality industry. The following studies are intended to determine the impact of the digital system on the effectiveness of the development of project activities in the virtual environment.
