In this paper we present how Competitive Intelligence was introduced into the North Sulawesi in Indonesia. Starting from education and to the development of a threshold of graduated student in that field, it was necessary to move to the conquest of local policy positions to be sure that the methods and tools of Competitive Intelligence will be used to second regional development. The SULUT region constitutes a living laboratory where the methods and tools of Competitive Intelligence have been used not only to develop a Competitive Intelligence Regional Unit, but to create policy conditions enabling the development of this unit.

Penelitian ini bertujuan untuk membuat merancang dan membangun aplikasi pembayaran SPP berbasis web di SD SMP Advent Tondano agar dapat mempercepat pelayanan transaksi pembayaran dan pembuatan bukti pembayaran SPP, mempercepat pembuatan laporan pembayaran dan tunggakan SPP dan menyimpan data pembayaran dengan aman sehingga pembuatan laporan menjadi akurat. Penelitian ini menggunakan metode RAD (Rapid Application Development) yang terdiri dari 3 tahap yaitu : (1) Requirement Planning , (2) Design Workshop, (3) implementation. Metode pengujian yang digunakan black box testing untuk menguji fungsi aplikasi yang telah dibuat. Hasil penelitian ini dapat membantu transaksi pembayaran SPP.

This study aims to produce a decent web learning product as a medium for delivering web programming courses for students at the Education and Information Technology Education study program at Engineering Faculty, Manado State University. This is a Research and Development type of research with reference to the model developed by Borg and Gall (1983). The product in the form of software was validated by one instructional material expert and one media expert each before being tested to the students. The pilot comprises four students in individual trial sessions 12 students in small group trials, and 30 students in large group field trials. Three questionnaires were used to collect data: firstly, the media expert feasibility test, secondly, the material expert feasibility test, and thirdly, the student feasibility test. Based on the results of the assessment of both material and media experts and students, it can be stated that the web learning developed was perceived as useful. Furthermore, it can be concluded that web learning which is developed effectively might improve the quality of web programming courses.

Education is the primary key to develop country. Almost all country that pay attention in education, could improve the citizen welfare in common. Education in developing country, in most case priority the science (especially basic science) which is focus for theory development. Professor in developing country, mostly graduated from higher education at developed country, that mostly graduated from western country university. Somehow, the problem happened between science and its application, the gap between research center and industry application. Methodology Survey Database Index via Web 2.0 that could be a powerful lure for an organization while the interactively promises to bring more employees into daily contact at lower cost. Triple Helix proposed by Etzkowits to review the connection between Government, University (Research Centre) and Industry. Collaboration in Triple Helix could improve the research result to apply by industrial. The result of the education impact normally takes times, but to compare some country that happened in the past, the real impact of collaboration in Triple Helix is inevitable.
