The article discusses the possibilities of developing the system of education management in Kazakhstan. The long-term strategy “Kazakhstan-2050” indicates that education is one of the main priorities for the Kazakh state. The main goal of education reforms in Kazakhstan is to adapt the system of education to a changing socio-economic environment of the country. Professional specialists in the field of education management are vitally important as they will have to reform and manage the newly developing system of education. Many national and foreign researchers assume that the most effective way of training education managers is granting them a higher education degree. In order to find out what is the opinion of students studying in the field of education, a preliminary survey of students at a National Abai Pedagogical University was conducted. 140 students of pedagogical-psychological studies on a Masters level were interviewed, including 90 women and 50 men. 79 percent of respondents acknowledged the importance of studying education management. 86 percent claim that education management should be studied on a Masters level, 7 percent prefer to study education management on a Bachelor, and 7 percent – on a Doctoral level. Preliminary survey showed that majority of respondents prefer to study education management on a Masters level; however, currently there are no Masters studies of education management in Kazakhstan, as well as in other Central Asian republics – Kyrgyzstan and Tajikistan. Studies of education management are limited to specialized courses in pedagogical high schools and in-service teachers training institutes. The Tempus EDUCA project “Modernization and development of teacher training and education management studies in Central Asia” is supposed to help in dealing with this problem. The aim of the project is to introduce competence-based learning and management training in the systems of higher education in three Central Asian countries. The education management program developed by the authors of the article is aimed at Masters students and teachers of primary education at National Abai Pedagogical University; however, the program should also contribute to further development of education management in Kazakhstan.
The purpose of this research; To evaluate the role and importance of the ethical problem in education through the ethical perceptions of primary school teacher candidates. The research was designed in accordance with the phenomenology pattern, one of the qualitative research designs. In this research, 40 teacher candidates studying in primary school teaching departments in various universities in Kazakhstan in the 2021-2022 academic year constitute the study group of the research. Research data were collected through a semi-structured interview form developed by the researchers. As a result of the research; Primary school teacher candidates' views on ethical behaviors in the teaching profession were evaluated, and teachers ranked ethical behaviors as professional commitment, justice/equality, honesty/reliability, objectivity/impartiality, professional development, respect and professionalism. The pre-service teachers who participated in the research described discrimination, professional abuse, bribery, indiscipline and irresponsibility as unethical behaviors. In addition, the majority of teacher candidates participating in the research stated that the role of ethical behavior in the teaching profession is very effective. It is necessary to increase the courses taken by pre-service teachers during their education on professional ethics, and the course content should be developed in order to ensure their development. HyFlex technology-based learning refers to learning that integrates face-to-face (synchronous) and online (asynchronous) learning experiences. In this study, the effects of 'Hyflex Technology-Based Learning' applications on pre-service teachers' achievement, professional attitudes and retention of what is learned compared to traditional teaching were examined. In the study, one of the true experimental design types, pre-test-post-test control group randomized design was used. The application group of the study consisted of a total of 64 pre-service teachers studying in 2 3rd grade classes at the faculty of education of a university in Almaty in the 2022 academic year. In the study, Hyflex technology-based learning in the experimental group and traditional teaching approach in the control group were applied as experimental procedures. The applications in both groups were carried out in 6 sessions and 12 hours in total. Formation course achievement test (Teaching Principles and Methods Course) and attitude towards teaching profession scale were used to collect research data. According to the findings of the study, Hyflex technology-based learning approach was found to be significantly effective in pre-service teachers' professional academic achievement and attitudes compared to traditional teaching.
The aim of this study is to evaluate the opinions of prospective teachers regarding the development of entrepreneurial competencies of future primary school teachers. This research was designed in accordance with the qualitative research method. The research was conducted with 40 pre-service teachers who received primary school teacher training at various universities in Almaty, Kazakhstan. The data of the research were collected by interview technique in order to get the opinions of the teacher candidates participating in the research. As a result of the research, it has been seen that pre-service teachers associate their entrepreneurial skills with being innovative, evaluating opportunities, taking risks, self-confidence and emotional intelligence. In this direction, the majority of pre-service teachers stated that they partially have entrepreneurial skills. In addition, pre-service teachers stated that universities, schools, teachers and teacher candidates have duties to develop entrepreneurship skills. In line with the research results, it is necessary to intensify entrepreneurship courses for primary school teacher candidates in universities, and to organise seminars for personal development and development of entrepreneurship skills. В условиях глобальной пандемии COVID-19 в Республике Казахстан с 16 марта 2020 года высшие образовательные учреждения перешли к предоставлению образовательных услуг в дистанционной форме. Вузы массово подключились к цифровым платформам (MOODLE, Canvas, PLATONUS, UNIVER и др.), а также вузы разработали собственные образовательные платформы.Был расширен доступ к интернету, разработаны пошаговые инструкции и алгоритм по применению дистанционных образовательных технологий (далее -ДОТ) для обучающихся и профессорско-преподавательского состава (далее -ППС) вузов. Во всех вузах для консультаций созданы HelpDesk и Call-центры. Текущие и итоговые аттестации проводились онлайн.Цель статьи -SWOT-анализ подготовленности преподавателей и студентов к дистанционному обучению, исследование эмоционального состояния респондентов, наличие и качество технического оборудования во время дистанционного обучения и в условиях самоизоляции. Проведено анкетирование преподавателей и студентов о качестве преподавания и обучения, организованным при дистанционном обучении, поддержки со стороны вуза, эмоциональном состоянии преподавателей и студентов, подготовленности к дистанционному обучению. В анкетировании приняли участие 153 преподавателя и 795 студентов. Опросы проведены на базе Университета Туран-Астана и Казахского университета технологии и бизнеса.Ключевые слова: пандемия COVID-19, дистанционное обучение, высшее образование, цифровые платформы, образовательные платформы, SWOT-анализ.
