The presence of modern networked stores in the city of Banjarmasin causes traditional business actors to feel marginalized. The distance between establishments is such close operational times that are not following regulations, as well as partnerships and discourses on a moratorium on the establishment, are the causes of the underlying policies that have not run optimally. The purpose of this study is to explore and analyze policy evaluation through the role of actors, especially the Government, in protecting the existence of small-scale business actors behind the strong capitalist economic flows represented by modern networked stores. Indicators of the role of policies become new knowledge spaces in policy evaluation studies that will provide practical benefits for the Government in seeing the natural policy conditions behind the evaluation process, which is often carried out in formal conditions. This study uses a case study method with a qualitative research approach. The results show that policy evaluation is still not effective though the Regional Government as a critical actor has played its role in maintaining policy consistency so that competition between large investors represented through modern networked shops and small investors represented by micro, small and medium enterprises, and traders runs healthily. This paper argues that a consistent public policy will impact achieving the goals and objectives of the policy, only that an economic system based on capital, motives, and interests is another factor that influences the course of a evaluation public policy.
Capacity-building employees has become a global policy instrument in the New Public Management perspective to create the organization's effectiveness and efficiency in the bureaucracy. The release of the State Civil Administrative Law has strengthened efforts to establish the capacity of the officials who are competent and professional. This research uses purposive sampling technique. Respondent were choosen from Food Security Office and Archive and Library Office in 4 areas, namely Bojonegoro, Kapas, Balen, and Dander. In line with the results of the study, it appears that the construction capabilities of the apparatus has a high chance to realize the vision and mission of the new district. In addition, capacitybuilding apparatus in an area determined by the area of leadership role models, the regent than on education leadership. Professionalism apparatus constructed as a positive energy that is not only related to the knowledge and expertise as well as the achievement of an individual's performance, but is highly dependent on the creation of a conducive environment for professionalism itself, such as the feasibility of welfare officials, the clarity of sanctions and rewards as well as encouragement and ethos work.
East Java Provincial Government and Mojokerto Regency Government have a policy innovation in the form of Majapahit House development. This development is carried out to utilize the great history of Majapahit located in the Trowualan District especially in Bejijong Village. One of the expected impacts with the construction of the Majapahit House in Bejijong village, in particular, is for an increase in the MSMEs sector. The methodology used in this research is descriptive qualitative. The theory used in this research is Public Policy Theory by using the Policy Implementation Model from George C. Edward III. From the results of research conducted, it can be concluded that the policy can have a positive impact, the utilization of Majapahit House building to open a business, increased visits to Bejijong village and increasing demand for souvenirs typical of Majapahit. However, this policy is not supported by a planned human resource improvement program. This is due to the transfer of authority from two related agencies which resulted in the re-identification of data by the Department of Cooperatives and Micro Enterprises Mojokerto regency and the implementation program can't be implemented by Disparpora Mojokerto regency. Therefore, it is expected that in the future to be completed the process of data identification to obtain accurate data to find out the programs needed by the people of Bejijong Village. And do coordination between related agencies to create a systematic program.
