Pada tahun 2016, BPS menyatakan bahwa kemiskinan masyarakat nelayan di Kabupaten Bengkalis terus meningkat menjadi 7,38% dari tahun sebelumnya 7,20%. Angka tersebut masih tinggi meskipun Pemerintah Kabupaten Bengkalis telah berupaya mengurangi kemiskinan melalui Program Pemberdayaan Desa (PPD) berbentuk Usaha Ekonomi Desa Simpan Pinjam (UED-SP). Penelitian ini bertujuan untuk (1) menganalisis peran gender dalam rumah tangga nelayan di Desa Darul Aman; 2) menganalisis peran Program Pemberdayaan Unit Ekonomi Desa Simpan Pinjam dalam meningkatkan ekonomi rumah tangga nelayan; serta (2) merumuskan skenario untuk strategi pemberdayaan nelayan berbasis gender. Metode yang digunakan dalam penelitian ini adalah metode survei dengan menggunakan teknik simple random sampling. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer merupakan hasil wawancara terhadap 23 responden rumah tangga nelayan, sedangkan data sekunder didapatkan dari kantor UED-SP dan Dinas Kelautan dan Perikanan Kabupaten Bengkalis. Analisis data yang digunakan adalah kerangka analisis model Moser. Hasil penelitian menunjukkan bahwa peran gender dalam rumah tangga nelayan di Desa Darul Aman masih belum seimbang. Hal itu terjadi karena peran istri dalam aspek reproduktif tidak seimbang dengan suami, sedangkan peran kerja produktif dan peran komunitas didominasi oleh suami. Oleh karena itu, skenario pemberdayaan masyarakat nelayan di Desa Darul Aman adalah mendorong perempuan untuk bekerja atau memiliki usaha sampingan melalui kegiatan usaha kelompok menggunakan dana UED-SP, seperti usaha ikan duri asap, usaha kerupuk ikan lomek renyah (crispy), usaha terasi, dan usaha warung boga bahari (seafood). This study aims to (1) analyze gender roles in fisherman households in Darul Aman Village; 2) analyze the role of the Village Empowerment Program of the Saving – Loan Village Economic Unit (UED-SP) in improving the economy of fisherman households and (2) formulate scenarios for gender-based fishermen empowerment strategies. The method used in this study is the survey method using simple random sampling techniques. The data used in this study are primary data and secondary data. The primary data is the result of interviews with 23 respondents from fisherman households. In contrast, secondary data is obtained from the office of the Saving-Loan Village Economic Unit (UED-SP) and the Bengkalis Regency Marine and Fisheries Office. Data analysis used in this study is the Moser model analysis framework. The results showed that gender roles in fisherman households in Darul Aman Village were still not balanced. This is due to the role of the wife in the reproductive aspect is not balanced with the husband, while the role of productive work and the role of community are dominated by husbands. Therefore, empowering the fishermen community in Darul Aman Village encourages women to work or have side businesses through group business activities using UED-SP funds such as smoked thorn fish business group, crispy “lomek” fish cracker business, shrimp-paste business and seafood stall business.
This study aims to analyze the factors that affect income levels, estimate economic value, analyze financial feasibility and study alternative policies for the development of goldfish (Cyprinus carpio) cultivation in floating net cages in an effort to develop fishery potential in Koto Panjang Hydroelectric Reservoir, Kampar Regency, Riau Province. The sampling location is determined based on (purposive sampling). The method used in this research is a survey method. Determination of the population in the study using the Census method. Factors that significantly influence the income of goldfish cultivators (Cyprinus carpio) at the real level α = 5% are the yield (HP) kg / unit and the number of cages (JK) unit. The surplus value of goldfish cultivation producers (Cyprinus carpio) is IDR 42,102,269,258.00 / year. The results of the analysis of the financial feasibility value (NPV) of Rp. 77,136,617.10, - / unit for the volume of cages 6 x 6 x 4. Whereas for the volume of cages 6 x 8 x 4, it has a value (NPV) which is much greater than Rp. . 173,394,632.39, - / unit. The second value (NPV) is positive based on the criteria for a feasible business investment if the value (Net B / C) is greater than 1, the value (IRR) is the same as 12.00% for both cage size categories. The sensitivity analysis shows that the cultivation of goldfish (Cyprinus carpio) KJA in the Koto Panjang Hydroelectric Power Plant is more sensitive to changes in decreased production compared to changes in decreasing price of carp feed (Cyprinus carpio). Based on the Exponential Comparative Analysis (MPE), it is found that the best alternative development policies to be developed and implemented are capital strengthening and improvement of facilities and infrastructure related to fish cultivation development.
Pandemi Covid-19 disikapi dengan berbagai bentuk rekayasa sosial, seperti pembatasan sosial berskala besar dan menengah, kebijakan sekolah dan bekerja dari rumah, serta penerapan protokol kesehatan. Hal tersebut melahirkan perubahan sosial yang direncanakan dengan hasil akhir yang diharapkan adalah terputusnya mata rantai penyebaran Covid-19. Tujuan penelitian ini adalah (1) mengidentifikasi faktor penggerak perubahan sosial, (2) mengidentifikasi rekayasa sosial (program pemerintah) yang diterima masyarakat nelayan Kecamatan Sungai Apit pada masa pandemi Covid-19, dan (3) mengidentifikasi bentuk perubahan sosial masyarakat nelayan Kecamatan Sungai Apit akibat pandemi Covid-19. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data primer yang dilakukan adalah in-depth interview dengan informan kunci serta studi literatur untuk mengumpulkan data sekunder terkait indikator perubahan sosial. Metode analisis data yang digunakan adalah deskriptif kualitatif. Hasil analisis menunjukan bahwa faktor penggerak perubahan sosial berasal dari eksternal masyarakat/faktor eksogen, yakni program dan kebijakan pemerintah (BLT Covid-19, PSBB, serta pemberlakuan sekolah dan bekerja dari rumah) sebagai bentuk rekayasa sosial yang memengaruhi perubahan sosial masyarakat nelayan. Bentuk perubahan sosial yang terjadi adalah perubahan jenis kegiatan produktif, tingkat kesejahteraan, dan budaya atau gaya hidup masyarakat. Rekayasa sosial pada masa Covid-19 tidak menyebabkan perubahan pada struktur masyarakat nelayan, tetapi perubahan pada budaya masyarakat.Title: Social Changes Of Fisheries Community In Sungai Apit Subdistrict Due To Pandemi Social Engineering Covid-19The Covid-19 pandemic has been addressed with various forms of social engineering such as large and medium-scale social restrictions, school policies and work from home and the application of health protocols. This gave birth to planned social changes with the expected end result being the discontinuation of the chain of the spread of Covid-19. The objectives of this study were (1) to identify the driving factors for social change, (2) to identify social engineering (government programs) received by the fishers community of Sungai Apit Subdistrict during the Covid-19 pandemic and (3) identify the form of social change in the fishers community of Sungai Apit Subdistrict due to the Covid-19 pandemic and the accompanying social engineering. The method used in this research is a qualitative approach. The primary data collection technique was in-depth interviews with key informants and a literature study was conducted to collect secondary data related to indicators of social change. The method of data analysis is descriptive qualitative. The results of the analysis show that the driving factors for social change come from external community/exogenous factors, namely government programs and policies (BLT Covid-19, PSBB and implementation of school and work from home) as a form of social engineering that affects social change in fishers communities. The form of social change that occurs is a change in the type of productive activity, the level of welfare and the culture or lifestyle of the community. Social engineering during the Covid-19 period did not cause changes to the structure of the fishers community, but rather a change in the culture of the community.
Forest conversion is the root of the problem that can hamper investment, state revenue, and potentially cause state losses. The purpose of this study was to analyze forest conversion in the upstream oil and gas industry area and the factors that influence forest conversion in the upstream oil and gas industry area based on spatial analysis. This study used systematic sampling with the point grid method measuring 1 kilometers * 1 kilometers. Rokan Block had 5,125 sampling points. This study used raster-based GIS analysis and logistic regression with the Wald Test. The results of the study showed that the Rokan Block Area experienced a fairly severe forest conversion in 2000-2014 influenced by the total population and The 1986 TGHK. The novelty of this study is that the active role of communities around the forests that still upholds the concern for the forest must be preserved, because they will be the front guard in securing forest encroachment, and upstream oil and gas industry are not the main economic activities that cause forest conversion
