ABSTRAK. Penelitian ini bertujuan untuk menganalisis tentang strategi pengembangan Objek Wisata Alam Teluk Jering Kabupaten Kampar Provinsi Riau. Secara empiris objek wisata alam ini belum mendapat perhatian dari pemerintah Kabupaten Kampar. Secara teori penelitian ini menggunakan teori strategi pengembangan menurut Cooper dalam Sunaryo (2013: 159) yang terdiri dari atraksi, aksesibilitas, fasilitas, layanan tambahan dan kewenangan lembaga. Metode penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif, teknik pengumpulan data dilakukan dengan observasi lapangan, wawancara dengan informan yaitu pemerintah Kabupaten Kampar, pengelola objek wisata, Kepala Desa, Anggota BPD, tokoh masyarakat dan pengunjung. Hasil penelitian menunjukkan tidak adanya strategi pengembangan yang dilakukan pemerintah kabupaten Kampar pada objek wisata alam Teluk Jering dan hambatan penelitian ini menunjukkan bahwa masyarakat lokal tidak ingin objek wisata ini dikelola oleh pemerintah karena ini akan mengurangi pendapatan bagi masyarakat lokal tersebut dan belum adanya kebijakan pemerintah yang digunakan sebagai dasar hukum untuk melakukan pengembangan objek wisata. Kesimpulan penelitian ini menunjukan bahwa pemerintah Kabupaten Kampar belum melakukan strategi pengembangan objek wisata alam Teluk Jering. Adapun saran penelitian ini yaitu pemerintah harus menyediakan akses tempat tinggal dan fasilitas pendukung, membina komunitas lokal, mengatur kawasan wisata dan membuat peraturan tentang pengelolaan objek wisata ini agar didukung dengan kegiatan budaya local. This article discusses the home industry of blacksmith craftsmen which is a form of community business that can be empowered by the government. The aim is to find out and explain the role of the Kampar Regency Government in empowering blacksmith craftsmen. The collection of data and information was done through observation, interviews and documentation with qualitative data analysis methods. The results of the study prove that the role of the government in fostering the home industry of blacksmiths is as a coordinator by issuing various policies, as a facilitator (coordination, synchronization, and control) stimulator (integrating investment programs), and as a mediator (intermediary) cooperation with other business actors can be in the form of providing raw materials and marketing of handicrafts. The conclusion of this study is that the government plays a role in fostering blacksmiths as a policy-making coordinator, as a facilitator for business and environmental development, as a stimulator by opening up investment opportunities for companies.This article discusses the home industry ofblacksmith crafts which is aform of community business that can be empowered by thegovernment. The 1945 Constitution of the State of the Republic of Indonesia opens the possibility of a government structure within the Indonesian system of government. Then the existence of the village is very important in the implementation of the government and in order to realize the National goal. Besides, the village is the leading structure of the government as the spearhead of the success of national development and development carried out by Desa Itu Sendiri. One of these villages is Lubuk Siam Village, Siak Hulu District, Kampar District. In the execution of development in the village using village funds and village income. However, in practice, the original income of Lubuk Siam village was accepted by the adat institution so that the original income of the village was 0 (zero) rupiah. While villages have original source of village income comes from third party donations, lake management and other legitimate income. This study aims to find out how the working relationship of village government with village customary institution in Lubuk Siam village Siak Hulu subdistrict of Kampar regency. To know the system of management of original income of village (PAD) of Lubuk Siam village of Siak Hulu district Kampar regency. The method used in this research is qualitative with the technique of data collection is observation, interview and documentation. As for the informant of the research are Village Head, Customary Institution, Chairman of BPD and Community Leaders and Village Treasurer. The result of the research is the working relationship of the Data Institution with the Village Government in the management of village wealth is first: the partnership relationship in the sense of equally managing the income of the village, the coordination relationship with the deliberation and the social control relationship in which the adat institution oversees the use of the fund. While the management system is received by customary institutions and managed by the village government for village development activities. From the result of the research, it can be concluded that the original village revenue management system of lubuk siam is not in accordance with the applicable regulations because the adat institution is not regulated by its authority in the management of village's wealth. To be supervised by the government in this case Kampar regency government. In order that the management does not violate the rules, the village of Lubuk Siam Subdistrict Siak Hulu proposed to be a traditional village.
Indonesia is one of the world's most democratic countries. In this understanding, the people have a very important position because sovereignty is in the hands of the people. This means that the people are sovereign, the powerful to determine the way in which they should be governed. Implementation of general elections, as well as elections to the general quality of the region, is needed as a means to realize the sovereignty of the people. Therefore, public participation is needed for the implementation of the regional elections of heads of quality and get legitimacy from the people. One of the regions conducting the election of regional heads in 2017 is Pekanbaru City. However, the participation of the public is only 285.787 from 572.029 Permanent Voter List or with the percentage of 50.25 percent. This paper presents what are the factors that influence the level of voter participation in the election of the regional head of Pekanbaru City in 2017. The research methods used to answer the above problems is the qualitative method with the data collection techniques are observation, interview, and documentation. Us for the informal is Pekanbaru City Election Commission, Pekanbaru City Election Supervisory Committee and Society who have the right to vote. The factors that influence the level of community participation are the first candidate figure, the two emotional closeness of one region with candidate and money politic or transactional politics and socialization conducted by organizer general election.
