This study focuses on smart digital for mobile communication through television streaming. It makes use of the television station located in Universitas Pendidikan Indonesia (UPI) which requires further development. In 2017, research was carried out to develop web streaming and Mobile Audience through Smart Digital Mobile.  However, this study uses a research and development approach comprising of 10 main steps some of which are broadcast programs needed in education and local wisdom. The UPI TV Station gained then complete trust from all segments of viewers from the internal academic community. The content test and ease of access are expected to get an overview of the information needs of campus television by the wider community. The results of this project are as follows : (a) Syllabus and SAP Tools in Education Communication courses; (b) Evaluation of the sustainability programs of TVUPI broadcast based on the web streaming; and (c) Mobile Smart Digital Development in expanding the reach of TVUPI viewers based on web streaming.

Digital natives are unlimited digital information sources to provide convenience in accessing of digital information sources. It’s developed in the Industrial Revolution 4.0, which were marked by the rapid advancement of information technology and which had an abundant impact on people accustomed to receiving high-speed information. The government in the Indonesian National Qualifications Framework policy under Presidential Decree No. 8 of 2012 has outlined the importance of fulfilling educational qualifications for each profile of its graduates to have the competencies needed in the world of work. There needs to be a careful and thorough evaluation step to see whether the campus authorities can meet the competency standards and this problem then motivates researchers to conduct little experiments on using Google Apps to manage office administration and non-conventional learning models by looking at the relationship between the required competency standards and the learning received by students.   Keywords: Digital, Educational Politics, Google Apps

Penelitian bertujuan ingin menganalisis proses implementasi Program Inovasi Desa di Kabupaten Mempawah. Metode yang digunakan adalah deskriptif kualitatif khususnya masalah-masalah yang berkaitan atas proses implementasi program inovasi desa dan menyusun profil desa yang melakukan inovasi. Kemudian menganalisis pengorganisasian dan interpretasi serta aplikasi dari program inovasi desa menurut teori proses implementasi O.Jones. Teknik pengumpulan data menggunakan teknik observasi, wawancara mendalam, dan dokumentasi. Data dianalisis dengan teknik analisis data domain, sebagai upaya peneliti untuk mendapatkan gambaran umum dan menyeluruh (holistik) dari objek yang diteliti. Hasil temuan disimpulkan ada capaian desa inovatif dari proses implementasi program inovasi desa Kemendesa PDTT maupun inisiatif lokal dengan pengorganisasian, interpretasi dan aplikasi yang dominan pada penguatan profil desa inovasi mangrove dan kuliner di Kabupaten Mempawah.

This study aims to analyze the strategy of the Singkawang City Government in restoring the private sector during the COVID-19 pandemic. The research method is descriptive and qualitative, specifically related to the COVID-19 impact mitigation strategy and Singkawang tourism policies. Then analyze the strategic elements of a policy according to the implementation of the O.Jones model. Data was collected by using interviews, observation, and documentation techniques. The data is then analyzed using domain data analysis techniques as a researcher's effort to get a general and comprehensive (holistic) picture of the object under study. The findings in this study are 1) a connected tourism COVID-19 impact mitigation policy strategy from the national to local levels in Singkawang in the form of directives, regulations, COVID-19 mitigation programs, and stimulus for economic recovery in the tourism sector; and 2) there are no visible creative efforts based on health protocols in organizing tourism resources, methods, and unit synergies to restore tourism, interpretation of social media-based policies regarding tourist visits has not been measured, and strategies have not been implemented to meet the opportunities for pandemic trend tourism types with models alternative tourism according to health protocols.

Gagasan kebijakan publik dalam Pilpres RI 2014 tercermin utuh, dalam forum debat tematik yang mengangkat berbagai isu strategis khususnya tentang pembangunan demokrasi, pemerintahan bersih, dan kepastian hukum menjadi daya tarik tersendiri bagi publik guna mengenal lebih dekat pemikiran, kapabilitas dan kepribadian Capres-Cawapres yang akan dipilih. Jenis penelitian adalah deskriptif eksploratif karena hendak menghasilkan suatu gambaran dan model dari subyek yang diteliti yakni bagaimana model kebijakan publik yang ditawarkan masing-masing pasangan Capres-Cawapres. Teknik yang digunakan adalah observasi dan data sekunder dengan metode analisis framing yang menekankan pada pemaknaan teks dan interpretasi. Hasil penelitian menunjukkan bahwa model gagasan kebijakan yang diperdebatkan adalah sesuai dengan proses kebijakan model Anderson,dkk dimana substansi debat disetiap segmen mencerminkan adanya proses agenda, formulasi, adopsi, implementasi dan evaluasi kebijakan. Berdasarkan formula itu maka peneliti menyimpulkan bahwa tidak terdapat perbedaan yang mendasar dari gagasan kebijakan tentang pembangunan demokrasi, pemerintahan bersih dan kepastian hukum karena pemikiran kedua pihak sejalan untuk mewujudkan demokrasi yang murah, sederhana, bermutu, produktif, nondiskriminatif, mensejahterakan dan menggembirakan rakyat; pemerintahan bersih dalam sistem birokrasi yang transparan, akuntabel dan efektif melayani; serta komitmen mewujudkan kepastian hukum tanpa pandang bulu demi terpenuhinya rasa aman dan keadilan bagi seluruh warga negara.
