The new student admission based on zoning system has been implemented in Indonesia since 2017 through the Ministerial Regulation of Education and Culture No. 17/2017, then renewed by the Ministerial Regulation of Education and Culture No. 18/2018. The regulation has been enacted for the Local Office of Education in all regencies/cities in Indonesia. To be implemented, every regency and city have enacted the operational regulations in accordance with each local conditions. The Local Government of Bandung City has implemented the zoning system since 2017, namely the Regulation of Mayor of Bandung No. 553/2017 and the Regulation of Mayor of Bandung No. 456/2018. The both regulations have the different rule of game, particularly the application of quota. The zoning quota of new student admission in 2017 was regulated only for 40-50 percent, but Bandung City in 2018 applied the zoning system for 100 percent. The aims of applying the zoning system were to closely bring the students to their residences, to reduce the costs of school transportation, and to eliminate the dichotomy between the favorite and unfavorite schools. The research uses the paired sample t-Test to compare the both Mayoral Regulations and to then find the dominant factor as the cause for occuring the conflict in the process of new student admission in Bandung City. Matland’s ambiguity-conflict model is used to explain the implementation of new student admission policy. Results of the research indicate that the dichotomy of favorite and unfavorite schools can not be removed, not just because of the public mindset, but also because of the unsupporting policy of local government, and the unreadiness of local government to provide the qualified infrastructures for the education in all schools.Keywords: School Dichotomy, Policy Implementation, New Student Admission, Zoning System.
The purpose of this research is to find out the implementation of regional disaster management policies in Sukabumi City and to find out the inhibiting and supporting factors of the successful implementation of regional disaster management policies. This research method uses descriptive analysis method with a qualitative approach. The results showed that the implementation of regional disaster management policies was not optimal. The conclusion is that the socialization activities are still lacking and equitable, human resources and infrastructure have not been added yet. The inhibiting factors are in terms of institutional, apparatus discipline, budget, resources, facilities and environment that are less conducive. Supporting factors are the existence of regulations or regulations on disaster management. for communication carried out by BPBD Sukabumi City in carrying out socialization activities or training on disaster management to the public is still lacking and uneven. Research on Employee Attendance Information System Applications (SIAP) on this discipline is motivated by1) low level of employee discipline relating to attendance and punctuality at work, 2) easy application to be manipulated by employees, 3) frequent system disturbances (errors) in the application when used by employees, which have an impact on the ineffectiveness of the SIAP system. Research analysis using Information Systems theory from Davis and Discipline Theory from Singodimedjo.The method used is quantitative with associative models. Respondents were civil servants in the Regional Secretariat of Sukabumi, totaling 160 people. 61 samples were taken using proportionate stratified random sampling technique. The results of data analysis showed a correlation coefficient of 0.918. The coefficient of determination is 84.3%. For this reason, researchers suggest that the local government of Sukabumi City improve the accuracy of the SIAP attendance system by adding a face camera system.Keywords: SIAP Application, Face Camera, Discipline, Information System
Tujuan penelitian ini adalah untuk mengetahui pengaruh efektivitas pemberian tunjangan kinerja terhadap produktivitas kerja pegawai di Dinas Pendidikan dan Kebudayaan Kota Sukabumi. Efektivitas pemberian tunjangan kinerja diukur berdasarkan enam dimensi, yaitu kualitas, produktivitas, efisiensi, kepuasan, kemampuan, dan perkembangan. Produktivitas kerja pegawai diukur berdasarkan tiga dimensi, yaitu kuantitas kerja, kualitas kerja, dan ketepatan waktu. Penelitian ini menggunakan metode asosiatif dengan pendekatan kuantitatif. Hasil penelitian menunjukkan tiga hal penting. Pertama, nilai korelasi yang diperoleh adalah sebesar 0,953, artinya terdapat hubungan yang sangat kuat antara efektivitas pemberian tunjangan kinerja dengan produktivitas kerja pegawai. Kedua, koefisien determinasi yang diperoleh adalah sebesar 90,9%, artinya variabel efektivitas pemberian tunjangan kinerja sangat berkontribusi menentukan variabel produktivitas kerja pegawai sebesar 90,9%, sedangkan hanya 9,1% berasal dari faktor lain. Ketiga, hasil uji-t menunjukkan nilai t-hitung (26,191) lebih besar daripada t-tabel (1,995), artinya hipotesis diterima, bahwa terdapat pengaruh efektivitas pemberian tunjangan kinerja terhadap produktivitas kerja pegawai. Dengan demikian, hasil penelitian ini secara umum menunjukkan pengaruh yang sangat kuat efektivitas pemberian tunjangan kinerja terhadap produktivitas kerja pegawai di Dinas Pendidikan dan Kebudayaan Kota Sukabumi.
