One of main industry of livestock in Ukraine there is the dairy farming on the cost of gross value products, development of which status substantially influences on food security providing and AIC export potential forming. However much the about two third of industry gross value products made by households, which are characterized with the low level of efficiency and marketability. In the article the conducted researches are in relation to development dairy cattle breeding in Ukraine by creation of farms, including family type, on the base of households. Achievement of the put purpose, in our viewpoint, possible at forming of economic interest to work in dairy farming at the active rural population. As a result of research certainly basic economic criteria of farms development taking into account the maximum scales of production activity, cost of sales, and also necessary level of technological and economic efficiency, which will be instrumental in the successful functioning of such economic agent. The economic framework of dairy production is developed in the family farms of three types, which differ on the quantity of cows and sales prices for milk. Certainly, that the cost of the advanced capital which is needed for milk production organization in family farms will differ from 25 to 60 thousand euro taking into account state support indemnifications on the purchase of the fixed assets, scales of production and present material and technical resources of households, which creation is offered on the base of. Creation of farms with a herd not less than 20 cows at the farm gate wholesale milk price and also farms with a herd not less than 9 cows, in a that number the already existent households created on a base subject to condition organization sales of total mine-out products on prices which are close to the retail, with the purpose of average monthly sufficient sum of cash flow achievement which will be instrumental in forming economic and investment interest, among the capable of working habitants in rural areas to produce milk is offered. Recoupment of such farms depending on the scales of production, milk sale prices and level of state support, will make from 3 to 6 years. The important condition of rapid family farms recoupment is a state support level, cows productivity and milk prices. Also certainly basic indexes of economic efficiency and investment attractiveness of milk production in the offered three types of farms. Conducted economic analysis of main indexes of efficiency, on the basis of which the best possible option dairy family farm is justify. The scientifically substantiated that family dairy farms development on the base of households in rural areas will be instrumental in the increase of economic potential of the dairy farming in Ukraine.
Priorities of conception of regional rural areas multifunctional development are revealed in the article. Experience in European Union countries and European Green Deal policy is taken into account for rural areas development in regional level. Priorities of sustainable development policy in rural areas and regional agri-food industry are certainly in ground of strategy development due to cluster initiatives in the Lviv Region. Certainly priorities and advantages of cluster development strategy in rural areas recognition experience and prospects of transborder cooperation initiative. Possibility in farms economic development providing is examined within the framework of clusters for achievement of synergy effect and positive influence on the economic, ecological and social sphere in region. Cluster conception of development is realized in the Lviv Region allowed to provide economic support of farms, develop infrastructural ecosystem of business support and complex to define priorities of multifunctional rural areas development in regional level. Perspective directions of integrated development of craft food producers within the framework in regional clusters at the level of counties in Lviv Area are grounded. Offered approach of institutional development in regional level with the purpose of multifunctional rural areas development with balance between economy, ecological and social constituents within the framework to the cluster for realization of farms competitive edges during the correct keeping of products in the internal market. Certainly priorities of state business support in regional agri-food industry during realization of cluster development initiatives and measures of stimulant influence are for providing modernization changes on principles of Smart Specialization.
In the article certainly priorities of the strategic planning of rural areas development and agricultural enterprises recognition weak stimulus of transformation of expectations on the real actions of groups of lobbyism in the conditions of risks which generate potentially negative risk decisions in accordance with standard rational expectations. There is disparity between subjective expectations and rational actions of groups of lobbyism in the conditions of institutional features of the partner organizations predefined prognoses in relation to strategy of rural areas development in previous periods and forming of subjective expectations about the prospects of deepening a particular branch aspects of European integration and subsequent institutional approchement of regional development policy for providing food security. Systematic uncoincidences between legalistically declared and really incarnate through the institutes of development strategy predetermine disparities of structure in a particular branch investments in an agro-food subcomplex for food security providing at national level. Inconsistency of priorities of agro-food subcomplex strategic development between entrepreneurs interested in permanent expansion of raw material export of plant-based products with the low degree of processing to the high marginal oversea markets and farms, oriented mainly to the internal consumers, predetermines disproportion of capital generuting for development of separate branches. Potential influence of groups of lobbyism at national level in transformation of development priorities of branches of agriculture recognition the limited influence of public opinion of habitants in rural areas at regional level predetermines strengthening of disproportion of development and standard of rural population living in different territorial areas, forming the important aspect of socio-economic reality. Disproportion and recurrence of dynamics of increase of the labour productivity increases for agricultural producers. Achievement of UN Sustainable Development Goals priorities becomes complicated in the conditions of stochastic network reactions of groups of lobbyism on calls in a national agro-food subcomplex. The network going near activity of groups of lobbyism predetermines strengthening of competition for bringing in of solvent agricultural producers to membership in institutional organization and their possibilities from development of analytical instruments. In a national agro-food subcomplex more widespread lobbyism is at parliamentary and ministerial level by comparison to private lobbyism of interests in concrete subject of entrepreneurial activity. Basic attention is spared development and realization at support of groups of lobbyism decisions from the questions of simplification access to land-tenure, enhancement output to the oversea markets with an export raw material agricultural produce and simplifications of terms of access foreign agricultural chemistry to the national market. At regional level influence of groups of lobbyism is related to the point forming of advantages for the profitability increase of separate subjects of entrepreneurial activity. A long-term income stimulates agricultural enterprises strategy priorities of development through the groups of lobbyism. Greater possibilities for lobbying of strategy priorities in a national agro-food subcomplex at large agricultural enterprises. Farms in the conditions of competition are limited in income generating and have less possibilities for lobbying of acceptable decisions in a national agro-food subcomplex. Potential possibilities of income generating in concrete industry of agriculture stimulate the subjects of entrepreneurial activity to increase activity of own participation on bringing in of different groups of lobbyism for advancement of the forecast administrative decisions from development of constituents of national agro-food subcomplex. The groups of lobbyism are oriented on simplification of procedures of regulator influence on development of branches of agriculture in Ukraine. In the period of post-war reсovery of national agro-food subcomplex influence of groups of lobbyism on making decision from the questions of industries development is transformed recognition necessity of food security providing at national and regional level.
Мета. Метою статті є дослідження економічних аспектів та обґрунтування бізнес-моделі розвитку сільських територій України на основі фермерських господарств, зокрема сімейного типу, для зростання виробництва сільськогосподарської продукції. Методологія / методика / підхід. У процесі проведеного дослідження використано загальнонаукові методи, зокрема монографічний при комплексному та всебічному вивченні основних економічних проблем розвитку сільських територій України; аналіз і синтез – для визначення основних чинників і складників розвитку сільських територій на основі фермерських господарств, у тому числі сімейного типу; статистичний – для оцінки потенційного ринку продовольчих товарів з розрахунку на 1000 жителів сільських територій; розрахунково-конструктивний метод використано під час визначення основних економічних параметрів розвитку сімейних ферм та інших пов’язаних промислів з урахуванням критеріїв розширеного відтворення, самоокупності й економічного інтересу. Результати. У статті проведено оцінку потенційної місткості продовольчого ринку сільських населених пунктів з розрахунку на 1000 жителів, відповідно до якої запропоновано виробничу бізнес-модель розвитку сільських територій. Ця економічна модель ґрунтується на створенні спеціалізованих товарних ферм сімейного типу та пов’язаних з ними промислів для забезпечення продовольчих потреб місцевого населення за основними видами сільськогосподарської продукції. Визначено економічні показники та критерії розвитку успішних ферм, зокрема граничні масштаби виробництва, ціни продажу продукції за основними напрямами агробізнесу. Обґрунтовано суму економічного ефекту з розрахунку на 1 ферму чи промисел, який сприятиме розширеному відтворенню місцевого агробізнесу. Оригінальність / наукова новизна. Уперше запропоновано бізнес-модель розвитку сільських територій України на основі малих підприємницьких формувань з виробництва агропродовольчої продукції. У статті представлено результати дослідження, які економічно обґрунтовують розвиток спеціалізованих сімейних ферм за визначеними напрямами агробізнесу з орієнтацією на задоволення продовольчих потреб споживачів внутрішніх сегментів ринку, що сприятиме зростанню зайнятості та соціально-економічному піднесенню сільських територій України. Практична цінність / значущість. Результати проведеного дослідження можуть використовуватися під час формування загальнонаціональних і регіональних програм підтримки розвитку малих форм агробізнесу, зокрема сімейного фермерства, з метою реалізації економічного потенціалу агропродовольчого комплексу України.
